Hey John,
We would need confirmation of what type of wetland is located on the project site before we make that determination
on this application. As proposed in the PCN you submitted on behalf of your client, it indicates that 0.11 acres of a
headwater wetland would be permanently impacted, and the nearest waterbody to the site is Halls Creek. Do know if
the site drains into Halls Creek? Based on my initial review of topo maps and LIDAR mapping, it appears the site drains
into Ward Creek, located south of the project site.

A determination of isolation needs to be made by the Corps of Engineers, which is then reviewed by the EPA. Please
submit an Approved Jurisdictional Determination Request to our office using the attached information. Please let me

I also wanted to clarify that this is an isolated wetland. I was under the impression that the entire application process
dealt with NCDEQ and this is why I hadn't contacted USACE previously. I reached out to Ms. McDaniel before calling and
finding out that you were assigned. Lastly, we've been on holiday shutdown so I haven't reached out to Ms. Capito. I
wanted to ensure that this was necessary for this type of wetland before doing so.

She was indicating that she has not issued a jurisdictional determination (JD) of the wetlands that are on the project
site. This would need to be established prior to the submittal of the pre -construction notice (PCN). I would recommend
contacting Rachel to schedule an onsite meeting or pre -application meeting for this proposal.

Forgive me if I'm missing a step, as I'm relatively new to this process. We submitted the application to NCDEQ. This
is a new application, so I'm not really sure what her comments are getting at. Are those prerequisite steps for the 401
wetland application?
