Subject: Request for Deferral of 2019 Interim Monitoring Plan Annual Reports — Approval
Dear Mr. Draovitch:
On December 4, 2019, the North Carolina Department of Environmental Quality (DEQ) Division
of Water Resources (Division) received Duke Energy's request to defer the Annual Monitoring
Reports for all 14 facilities for the year 2019. Per DEQ's May 1, 2017 letter, the Annual
Monitoring Reports for the current year are due by April 30a' of the following year. DEQ agrees
to allow Duke Energy to integrate the objectives and content of the Annual Monitoring Reports
into the forthcoming Updated Comprehensive Site Assessments (CSAs) and Corrective Action
Plans (CAPS) for the facilities following the schedule summarized in Table 1:

DEQ acknowledges that there are other Updated CAP submittals for impoundments and other
primary and secondary sources scheduled for submittal in 2021 and may consider deferring IMP
Reports for these facilities on a case by case basis.

Duke Energy is in receipt of the May 1, 2017 letter from the North Carolina Department of
Environmental Quality (DEQ) which requires an annual interim monitoring plan report for each of Duke
Energy's 14 coal ash facilities. Per the DEQ May 1, 2017 letter, "The respective annual monitoring
reports shall include figures, tables, cross -sections, maps and time -series plots in a manner that provides
an integrated, comprehensive interpretation of site conditions and plume status." The next annual
reports would be due on April 30, 2020 and address calendar year 2019,
Duke Energy is also in receipt of the DEQ letter dated April 5, 2019 which provides a schedule for
submittal of updated Comprehensive Site Assessments (CSAs) and Corrective Action Plans (CAPs) for all
14 of Duke Energy's coal ash facilities. Submittal of these documents will vary from December 2019
through October 1, 2020 and more than address the requirements of the annual monitoring reports. As
such, Duke Energy requests that DEQ defer the 2019 annual reports.
