9. Narrative Description:
The applicant is the owner of a 43-acre, 107-unit mobile home park known as Forest Hills
MHP. The owner of the park has given a lessee, Mr. Charles E. Clark, permission to apply
for and construct a private pier on the lot he leases within the lot. The mobile home park is
located on the north side of Emerald Isle, east of the high-rise bridge. The subject lot abuts
Bogue Sound, averages 5'-6' in elevation, is vegetated with typical lawn grasses, and has an
existing mobile home. Coastal wetlands form the northern border of the property, which has
a 90' shoreline.
Bogue Sound is classified SA-ORW at this location, and is open to the taking of shellfish. It
is not a designated Primary Nursery Area. There are no submerged grassbeds located within
the sound at the proposed location, which is in excess of 2 miles wide. Several other private
piers have been constructed within this MHP. There is a canal extending through the park
that is not connected to the sound for navigation purposes, but is connected hydraulically by
culvert. This feature is due east of the project site.
The original MHP was authorized and constructed in the 1990's, with State Permit #71-90
authorizing the development of infrastructure to include a community pier and water system.
The community pier is due east of the culvert connecting the canal to Bogue Sound. Each lot
is served by its own septic system.
The applicant is applying by way of the mobile home owner, Mr. Clark, to allow Mr. Clark
to construct his own pier at 537 Harbor Drive. The pier is proposed to extend approximately
200' across coastal marsh, skirting the outside meander of a small tidal creek, and 20' into
the water body. A 12' x 16' L-Head is proposed at the waterward end. To the east of the
platform, there is a 14' x 15' boatlift proposed. Soundings in the project area indicate -3.5'
nlw at the project terminus. The structure will terminate > 15' from each adjacent riparian
corridor line, and will be used for private purposes, accommodating no more than 2 vessels.
10. Anticipated Impacts:
As proposed, the pier will shade approximately 800 sf of coastal marsh, and 80 sf of open
water. The platform will shade/incorporate 272 sf of open water, and the boatlift will
incorporate 210 sf of open water. Turbidity impacts can be expected during construction.
