Attn: John Cranfill 550 S Tryon St Ste 180 Charlotte, NC 28208 Subject: Permit Renewal Application No. NC0088226 Duke Energy Center dewatering system Mecklenburg County Dear Applicant: The Water Quality Permitting Section acknowledges the January 3, 2020 receipt of your permit renewal application and supporting documentation. Your application will be assigned to a permit writer within the Section's NPDES WW permitting branch. Per G.S. 150B-3 your current permit does not expire until permit decision on the application is made. Continuation of the current permit is contingent on timely and sufficient application for renewal of the current permit. The permit writer will contact you if additional information is required to complete your permit renewal. Please respond in a timely manner to requests for additional information necessary to allow a complete review of the application and renewal of the permit. Information regarding the status of your renewal application can be found online using the Department of Environmental Quality's Environmental Application Tracker at: https://deq.nc.gov/permits-regulations/permit-guidance/environmental-application-tracker If you have any additional questions about the permit, please contact the primary reviewer of the application using the links available within the Application Tracker. The permit includes the capture of site rain water and de-watering groundwater from the site subgrade parking garage but also de-watering groundwater from the adjacent subgrade parking garage at "The Green at Wachovia". Additionally, the captured water is routed through an on-site water treatment system designed by Aquapura, Inc. that utilizes the water for on-site needs such as in cooling towers thereby lowering the amount of municipal water required. The attached renewal has been signed by Mr. John Cranfill of Childress Klein an authorized signee for the permit. BACKGROUND INFORMATION The subject site is the Wells Fargo Tryon Street GWR (WFTS-GWR) which includes the tower and subgrade parking deck at 550 South Tryon Street, located at the 500 block of South Tryon Street in Charlotte, Mecklenburg County, North Carolina. The WFTS-GWR site is bound by Church Street to the northwest, Levine Avenue of the Arts to the northeast, Stonewall Street to the southwest and South Tyron Street. Currently, the site is operating NPDES permit No. NC0088226 and discharging groundwater to a storm sewer located in South Tryon Street. The storm sewer ultimately discharges to Little Sugar Creek, a Class C surface water in the Catawba River Basin. Figures 1 and 2 indicate the location of this site and outfall location. No sludge waste is generated as part of the treatment process. Filters are replaced as needed and properly disposed of off-site. Permit Sampling In accordance with the existing NPDES permit, the system includes treatment of the water prior to discharge, via the Aquapura system. The permit also requires that the discharge be monitored, sampled, and reported. Additionally, a monthly discharge monitoring report (DMR) is required to be submitted to the NCDEQ, DWQ. The DMR requires the monthly monitoring, including the collection of grab effluent samples for laboratory analysis, and reporting. Once per quarter, additional grab samples of the effluent are required to be collected and submitted for laboratory analysis for chronic toxicity with results submitted to the NCDEQ. ECS does not recommend changes to the scheduled sampling. A copy of the most recent post treatment data (from November 2019) collected prior to discharge in accordance with the current permit and reporting is included as an attachment to this application. SUMMARY AND CLOSING Wells Fargo, N.A. is requesting a renewal for the permit related to the system that has been operating under permit number NC0088226. Should more detailed figures and information be required, they can be provided to the NCDEQ, upon request. ND-Not Detected at or above adjusted reporting limit. TNTC-Too Numerous To Count J-Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL-Adjusted Method Detection Limit. PQL-Practical Quantitation Limit. RL-Reporting Limit-The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S-Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270.The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate%recovery and RPD values. LCS(D)-Laboratory Control Sample(Duplicate) MS(D)-Matrix Spike(Duplicate) DUP-Sample Duplicate RPD-Relative Percent Difference NC-Not Calculable. SG-Silica Gel-Clean-Up U-Indicates the compound was analyzed for,but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration.
