Dear Ms. Flowers:
The Pretreatment, Emergency Response, and Collection Systems (PERCS) Unit of the Division of Water
Resources has reviewed the original issuance of the Industrial User Pretreatment Permit (IUP) submitted
by Moore County for the following Significant Industrial User (SIU). The IUP was received by the Division
on September 18, 2019. More information was requested and was received on December 4, 2019.

The review indicates that the with the following comments, IUP is adequate and meets the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained
in the Division's database, has been updated accordingly.
The next time the IUP is modified or renewed, please address the following as may be applicable:
1. Sample Point Diagram: the sample point diagram was not included in the permit. Please add a
diagram to indicate the physical location of the actual sample point at the SIU.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
