Explain the purpose of the proposed project:* The purpose of the project is to construct a storage facility within the site. Wetland impacts are needed to construct a road that will provide access to uplands within the site. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project includes the construction of a storage facility with seven buildings (591 units; 123,040 sf) and one office (960 sf) near the front of the site off of NC 179 and three buildings in the back of the site that will be for covered RV/boat storage (30,000 sf). A 26-ft wide road (with 1-ft wide shoulders and 3:1 side slope) will connect the two sections of the project. The road will be constructed partially in wetlands and a 15" RCW culvert will be installed to maintain hydrologic flow. The culvert will be 45 LF. Fill will be brought into the site to create a level building pad. Utilities, access ways, and parking areas will be installed. Buildings will then be constructed. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4j. Please upload project drawings for the proposed project. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Impacts were minimized as much as possible during the site design. The proposed road has been positioned to cross the wetlands at the narrowest point. The Town of Ocean Isle Beach requires a minimum road Width of 26 feet. Therefore, the road width cannot be narrowed any further. Additionally, the proposed shoulder widths have been minimized to 1-ft to reduce impacts and to reduce the road's encroachment into the Town's required buffer. 1b. The NC Natural Heritage Program database was used to determine the known presence of federally -listed species in and near the site. No federally - listed species are known to occur on the site. The Atlantic sturgeon and West Indian manatee are known to occur within a one -mile radius of the site, likely within the AIWW, which is located approximately 0.5 mile south of the site. The tract does not provide suitable habitat for these aquatic species. The site contains a canopy of pines with a fairly dense mix of shrubs under it, which would not be suitable habitat for the red -cockaded woodpecker. Wetlands within the site appear to be too densely vegetated to provide suitable habitat for the federally -protected plants known to occur in the region. Forested areas within the site may support appropriate roosting habitat for the northern long-eared bat. Since no hibernacula or roosting trees are known to occur in close proximity to the site, any effect to the species from tree clearing would be exempt per the 4(d) rule.
