Dear Mr. Davidson,
This letter is in response to the above NOV dated December 6, 20i9 and received by James &
James on or about December 16th 2019. The violation was for the month of June.
The submittal of this report was during the time of this infraction, Envirolink was the operations
company. This response is influenced by the documentation in the log book and the information
on the EDMR.
According to entries in the log book, the facility was experiencing a time of upset. It was believed
to potentially be due to the increased influx of BOD from black water tanks on the camping units.
This was the fast week out of school for many systems and the park was almost at capacity.
The operator placed the equalization basin on hand to combat the strong incoming waste. This
dropped the BOD from 61.3 mg/l on the 12th was reduced to 19.8 mg/l on the t9th. The Total
Suspended Solids was well within limits showing that the upset was not due to the operation of
the facility but a loading that was unexpected.
Please note that the quick reaction of the operator and the timely recovery of the facility showed
that the decisions of the operator proved to make the difference. We respectfully request that the
fine be withdrawn.
