Joey,
Per our conversation, the only impact needing mitigation in Zone 2 is associated with Buffer Impact B4
which is considered a perpendicular crossing and therefore considered "Allowable with Mitigation"
within the Table of Uses. The required buffer mitigation is 2,048 ft2 for proposed impacts within Zone 2
would require mitigation of 2,048 x 1.5 = 3,072 ft2. My apologies for missing this during my initial
review. Please see the excerpt from Table of Uses below. The crossing in question is 50 If with a 50 ft
permanent easement per the Figure 31.
Non -electric utility line perpendicular crossings of streams and other surface waters subject to this Rule 3:
• Perpendicular crossings that disturb equal to or less than 40 linear feet of riparian buffer with a
maintenance corridor equal to or less than 10 feet in width "Exempt"
• Perpendicular crossings that disturb equal to or less than 40 linear feet of riparian buffer with a
maintenance corridor greater than 10 feet in width "Allowable"
• Perpendicular crossings that disturb greater than 40 linear feet but equal to or less than 150
linear feet of riparian buffer with a maintenance corridor equal to or less than 10 feet in width
"Allowable"
• Perpendicular crossings that disturb greater than 40 linear feet but equal to or less than 150
linear feet of riparian buffer with a maintenance corridor greater than 10 feet in width
"Allowable with Mitigation"
• Perpendicular crossings that disturb greater than 150 linear feet of riparian buffer "Allowable
with Mitigation"

Anthony as I understand it, there are no private mitigation banks with available
credit in that watershed, and as you indicated, DIMS can only provide credit
from the adjacent watershed. Piedmont is aware that it will cost them more,
But it pretty much is what it is. Is there anything else I need to do at this
point?

Pre -JD for the Piedmont Line 204
Relocation project. I have also
included a KMZ of the assessment area
and delineated features. The project
will involve relocating a segment of
pipe away from US Highway 17 to
accommodate the NCDOT expansion. I
anticipate the PCN will be coming to
you in the next month or so.
Anthony I have copied you on this to
keep you in the loop, but will also be
providing a Buffer Determination
Request for you in a separate email
(the southern portion of the route is in
the Tar -Pam).
It would be great if we could conduct
the site visit with both Corps/DWR
concurrently, but we can
accommodate either way.

Billy and Anthony:
We are working on an approximately
10-mile linear project for Piedmont
Natural Gas that is located in
Washington and Martin Counties.
Piedmont needs to relocate a section
of their Line 204 transmission pipeline
to get it out of NCDOT's Highway 17
right-of-way, south of Williamston.
They are moving the line to a new
easement that will roughly parallel the
highway, and goes through ag fields
and forested areas further west.
Billy - We have completed the
delineation, and typically the next step
for us would be to provide a Request
for Pre -JD in advance of the PCN for
NWP-12. However, lately some of the
regulators we work with from different
field offices have asked us to submit
both the Request for Pre -JD and the
PCN together. Others have asked that
we just provide information regarding
the "delineation" rather than an actual
Request for Pre -JD, and have issued
the permit without the JD. Can you
give us some guidance on how you
would prefer we proceed from here? I
assume you'd like to conduct a field
visit in any event, but let me know
when you get a chance.
Anthony - I believe this is your
territory? The southern end of the
project is in the Neuse, and crosses
several soil survey/USGS streams.
However, all of them were delineated
and we do not plan on contesting any
in terms of buffer applicability. So I'm
not sure if that means we still need a
buffer verification from you or not, but
please let me know, and we'd be
happy to meet you on -site.
