Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project consists of the construction of Barnes Landing Drive, extending south from the entrance at NC Hwy 210 to the southern extent of the parcel, with two proposed cul-de-sacs extending off the main drive. Barnes Landing Drive is required to cross a stream and wetland area to access developable high ground on the southern portion of the parcel. The wetland area to be crossed is situated in the middle of the parcel, extending from the western to the eastern property line, allowing for no practical alternative. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Streams and wetlands were delineated prior to site design in order to avoid and/or minimize impacts. Due to the location of Stream 01 and Wetland B, which together eMend throughout the parcel, there is no practical alternative to crossing the wetland area in order to access the uplands situated on the southern portion of the tract, where 33 of the proposed 49 lots are located. The proposed culvert and roadway are designed to meet DOT design standards for construction, with supportive headwalls included to reduce the overall linear footage of the required impact. The proposed road has been designed within the development plan to cross the stream and wetland at a perpendicular angle, and at a relatively straight reach of stream, minimizing the overall footprint of the impact. The project design does not require additional impacts to meet the project goals. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Work will be conducted under an approved Erosion & Sediment Control Plan, and in compliance with Federal and State Construction Stormwater permits, as required. Access to work areas will be from high ground. Culvert installation will be conducted in the dry, if possible. Heavy equipment used in wetlands shall be placed on mats or other measures to minimize soil disturbance. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. During the stream and wetland delineation, it was noted that the 2 streams located in the project boundaries are intermittent, and therefore do not provide habitat for the listed species.
