On December 19, 2019, Ron Eubanks and Matthew Santiago of Charlotte -Mecklenburg
Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a
requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection
authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of
inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water
Pollution Control Ordinance; however, the following recommendations were made:
1) Charlotte Storm Water Pollution Control Ordinance Review
• Erosion Issues — Erosion was observed in the stormwater drainage channel for Outfall 03
from recent grading activities on the property. It is recommended that additional gravel
be placed in the drainage channel to control stormwater erosion on the property. It is
also recommended that the vegetation be kept intact within the stormwater drainage
channel to prevent further erosion.
• Outdoor Material Storage Area(s) — Used automobiles, parts and equipment are stored
outdoors on the property. Since most of the used automobiles are stored uncovered on
the property, it is recommended that the facility continue to properly drain and dispose of
automotive fluids prior to storage on the property.
• Floor Drains — There is a sump drain located underneath the covered concrete pad where
the automotive fluid draining occurs. Facility staff indicated that the automotive fluids in
the sump drain are pumped into storage totes. It is recommended that the sump drain
continue to be inspected and maintained to ensure the automotive fluids are collected and
disposed of properly.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
2) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and implemented.

3) Qualitative Monitoring
Qualitative monitoring has been conducted and documented as required by NPDES General Permit
NCG 100000.
4) Analytical Monitoring
Analytical monitoring has not been conducted. Conduct and document semi-annual analytical
monitoring as required by NPDES General Permit NCG100000.
5) Permit and Outfalls
City Salvage Inc. has Certificate of Coverage NCG100082. Erosion was observed in the
stormwater drainage channel for Outfall 03 from recent grading activities on the property. It is
recommended that additional gravel be placed in the drainage channel to control stormwater
erosion at the outfall. It is also recommended that the vegetation be kept intact within the
stormwater drainage channel to prevent further erosion at the outfall.
