Raymond,
I have finalized my review of the Revised BPDP (Revised M81 is still under review) received on November 7, 2019. RS did
a greatjob addressing my initial comments, and with the edits RS made to the figures and credit determination tables, I
was able to review parts of the Draft BPDP that I was unable to fully review initially. Final comments are provided below
(in addition to the requested edits to the Credit Determination Toble in my email from earlier).
1. Feature 7A—there is a 5'-15' forested fringe noted in the Viability letter that is not accounted for in the
BPDP. Please address. Some of the photos provided in the BPDP even show this as "typical existing buffer".
2. Feature 2A (upstream) - there is a 5'-15' forested fringe noted in the Viability letter that is not accounted for in
the BPDP. The only Preservation area on the figures is near the wood line. Please address.
3. Photos provided in Appendix F are not labeled correctly. Photos provided are mostly labeled as UT2, UT1 or
UT3. There is no UT1 or UT3 described in the BPDP. The UT2 photos appear to be labeled incorrectly as well,
showing photos that should be features 5, 6, 7, 8. Please address.
4. The top of bank (TOB) line on the Figures appears to be farther away from TOB than normal. When looking at
7A for example, the TOB line is shown to start just outside of forested fringes that were observed onsite to be
within the 5'-15' from TOB. I understand the As -Built Survey will include a more accurate measurement for
TOB. But I wanted to make sure RS was aware of my observation in case there was a reasoning behind excluding
the TOB from credited areas.
5. Remove Appendix C from the BPDP unless there is a specific reason to include it.
6. 1 do not understand the inclusion of some documentation provided in Appendix E.
a. Nationwide Permits should not be needed to complete the buffer restoration work proposed in this
BPDP as indicated on Page 11 of the BPDP; however, documentation on NW 13 (bank stabilization) 40 &
Agricultural activities is included for reference. Please explain the intent with including these.
b. The Pitt County Flood Damage Prevention Ordinance is included. I assume that RS understands and
accepts the risks associated with this Bank's proximity to flood prone areas and the likelihood that the
bank site's performance standards could be negatively impacted if flooding occurs?
Please address/respond to all comments above. When completed, please submit a final electronic copy of the entire
BPDP to be placed on Public notice. Include all updated figures, tables, appendices, photos, etc.

Hey Raymond,
My comments/edits to the Credit Determination tables are attached in Tract/Changes mode. Mostly, my edits were as
follows:
• There were way too many rows. I consolidated the rows where the data suggested similarities.
• 1 also noticed a few errors on the percent credit column.
• 1 requested the Credit column to be in ft2 and/or Ibs like they will be shown on the ledgers.
