North Carolina Highway 42 is being widening by the NC Department of Transportation. To
accommodate the project, it is necessary to relocate existing 6-inch and 8-inch force mains out of
the project area. New sections of force mains will be installed to accomplish this.

The permit you attached has been modified and issued to the Town twice since the copy you have. Once in Aug 2007 is
was modified increase the length to 9,585 LF and to add a 350 GPM PS. It modified again June 2019 to increase the
capacity of the PS to 425 GPM, but still includes 9,585 LF of 8" FM. All earlier versions of this permit are voided. The
only active permit is the last one, from June 2019.
Because you're relocating the line to the other side of the road to another horizontal alignment, it doesn't meet the
deemed requirements of 15A NCAC 02T .0303(4), and therefore needs a permit modification (even though the length
will be similar to the old permit). The new application and permit that is issued should include everything that will be
put into operation or continues to be in operation from the last version of the permit. This has been our policy for
handling permit modifications.

Attached is a copy of the original Permit No. WQ0031450, dated March 20, 2007 and titled NC 42 East 8" Force Main. It
Permits only 7,500 feet of 8" force main. The permit does not include a pump station. This is the permit that our force
main relocation project modifies.
Also attached is the revised Page 1 of our Fast Track application changing the project name under Item 11.1 to match the
name of the original project. Our project is relocating approximately 7,126 feet of the existing 7,500 feet of 8" force
main.
It is requested that our permit application be approved as submitted with the revised Page 1.

Hi Steve,
If we issue a modified permit, it completely rescinds (voids) the original permit. So if you're modifying an existing
permit, you need to include everything that will be part of the project in the application, both existing and new. So if
there was an existing forcemain and pump station included in the original permit, if those are going to continue to be in
operation, they need to be included on the new modification application, and they will be included in the final modified
permit. And we think this should permit should retain the name of the original project. This is how we handle most
modifications to existing permits.
You may have a concern that once the changes are made to the project, you will need to certify it, and you do not want
to certify the portion that is existing and in use. To remedy this, you can write a note on the certification that it only
covers the portion that it is being modified/moved. haven't received a certification for the existing permit that was
modified and issued in July 27, 2019. And W&R/JoCo can do the same think for the certification we will need for the
modification to the permit that increases the capacity of the PS.

I don't think it is a good idea to void the original permit, but instead use our plans to issue a permit modification. The
existing force main and pump station are in service, which means an engineer's certification for the original permit
should have been submitted sometime in the past. Also, our plans do not show the entire force main and other
permitted items such as the pump station. We are only showing portions of the force main that need to be relocated
due to a conflict with NCDOT proposed drainage or grade changes along Highway 42.
We request that the modification that AECOM has submitted be approved.

We are reviewing the subject application. We need a couple of things to proceed with drafting the permit.
1. This permit will be a modification to the previous permit that was issued June 27, 2019. When we issue this new
permit, the previous permit will be void, and the newly issued modified permit will include everything for this
project (425 gpm PS, 325 If of 6" FM, 7126 If of 8" FM). So we need item V111.4 of the application to include the
425-gpm pump station.
2. To keep the name of the permit modification consistent with previous permits, we recommend the project
name (item 11.1 of the application) be revised to "NC 42 East Pump Station".

Please submit the revisions as noted above. To expedite issuance of the permit, please have Chandra email these
revisions to us so we have verification of her approval for these revisions.

All our project is doing is relocating a portion of the existing force main from inside future pavement to outside the
pavement along Highway 42. We are not extending the force main. So, if we add all of the previously items in the

Hi Chandra and Steve,
We are reviewing the subject application. We need a couple of things to proceed with drafting the permit.
1. This permit will be a modification to the previous permit that was issued June 27, 2019. When we issue this new
permit, the previous permit will be void, and the newly issued modified permit will include everything for this
project (425 gpm PS, 325 If of 6" FM, 7126 If of 8" FM). So we need item V111.4 of the application to include the
425-gpm pump station.
2. To keep the name of the permit modification consistent with previous permits, we recommend the project
name (item 11.1 of the application) be revised to "NC 42 East Pump Station".
Please submit the revisions as noted above. To expedite issuance of the permit, please have Chandra email these
revisions to us so we have verification of her approval for these revisions.

Hi Steve,
If we issue a modified permit, it completely rescinds (voids) the original permit. So if you're modifying an existing
permit, you need to include everything that will be part of the project in the application, both existing and new. So if
there was an existing forcemain and pump station included in the original permit, if those are going to continue to be in
operation, they need to be included on the new modification application, and they will be included in the final modified
permit. And we think this should permit should retain the name of the original project. This is how we handle most
modifications to existing permits.
You may have a concern that once the changes are made to the project, you will need to certify it, and you do not want
to certify the portion that is existing and in use. To remedy this, you can write a note on the certification that it only
covers the portion that it is being modified/moved. haven't received a certification for the existing permit that was
modified and issued in July 27, 2019. And W&R/JoCo can do the same think for the certification we will need for the
modification to the permit that increases the capacity of the PS.

I don't think it is a good idea to void the original permit, but instead use our plans to issue a permit modification. The
existing force main and pump station are in service, which means an engineer's certification for the original permit
should have been submitted sometime in the past. Also, our plans do not show the entire force main and other
permitted items such as the pump station. We are only showing portions of the force main that need to be relocated
due to a conflict with NCDOT proposed drainage or grade changes along Highway 42.
We request that the modification that AECOM has submitted be approved.

Ted,
The Tuscany Main Pump Station (42 East PS) Upgrades project has been awarded to Mizelle Construction Services and
we are in the shop drawing submittal review process at the moment.
On -site work will likely not begin until March, 2020. The tentative construction schedule for the project is attached.
WithersRavenel will submit the engineering certification, record drawings, talcs, etc. when construction is complete and
approved.
