You are applying for coverage under NCG240000 which enforces process wastewater effluent limitations on
the pollutants SOD, TSS, pH, and fecal coliform. Except as specifically provided in the General Permit text,
or DWQ compliance schedule, any exceedances of the process wastewater effluent limitations are a violation
of the terms and conditions of the permit, and may be the basis for DWQ enforcement action.

of the receiving water that site waters eventually discharge to.

Salisbury Grants Creek Compost Facility

Large Type 1
The feedstock for the composting facility will be generated from the City of Salisbury's limb and leaf
collection service. Only yard waste will be accepted at the site, and no feedstocks will be accepted from
other sources. The leafs are collected by a vacuum trailer which grinds and breaks down the leafs in the
collection process. They are unloaded from the vacuum trailers at the city's yard waste collection site.
The limbs are collected in packer trucks and boom trucks and hauled to the city's yard waste handling
site where they are ground up in a tub grinder. Both the ground leafs and limbs will be loaded at the
city's yard waste handling site and hauled to the Grant's Creek Compost Facility to be placed in
windrows for passive composting.
The windrows will have the temperatures monitored at every third of the pile approximately 4 foot off
the ground. At each location the temperature will be recorded at 12 inches and at 36 inches with a 3
foot thermometer making every effort to obtain temperature measurements representative of the
entire batch of compost. Temperatures will begin on a weekly basis when the windrow has been
established. Once the temperatures reach 131 degrees F, the temperatures will begin to be monitored
daily to check they remain there for a minimum of 3 days. The compost temperatures will be monitored
for a minimum of 3 days to insure .1406 (10) 131 degrees F is met prior to being added to the compost
distribution pile. The compost pipes will be turned with loaders and a compost turner.
The site has been laid out to allow the offsite water to flow through existing drainage features with no
restrictions from the windrows. The uphill rainwater is controlled through a series of ditches and pipes
and empties across the drive through a pipe into a draw through the middle of the site. This draw will
remain undisturbed other than being mowed to allow the water to flow through as it currently does.
The run off from the compost site will be allowed to flow naturally downhill as the current site grade
allows. The water enters into a heavily wooded area with will remain undisturbed for a natural buffer
and filter of the stormwater water. The facility will operate as a passive compost site and there are no
foreseen plans to operate under rain conditions.

under the subject state - NPDES general permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency
dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except
after notice to the Division of Energy Mineral & Land Resources (DEMLR). If the facility
changes ownership or is closed, DEMLR may require modification, revocation, or
reissuance of the certificate of coverage.
This permit does not affect the owners legal obligation to obtain other permits
which may be required by DEMLR, or permits required any other federal, state, or local
governmental authorities.

Pursuant to the provisions of Session Law 2012-200, a Type 1 composting facility is not required to
have a NPDES permit for discharge of process wastewater. Notwithstanding any contrary provisions
in the General Permit, all discharges of stormwater, including stormwater which comes into direct
contact with or results from the production or use of any raw material, intermediate product, finished
product, byproduct, or waste product are authorized which comply with the stormwater pollution
management requirements, monitoring requirements, reporting requirements, and other conditions set
forth in Part I, Part lI A - D, Part IV, Part V, Part VI, and Part VII of General Permit No. NCG240000,
In accordance with the provisions of Session Law 2012-200, the process wastewater mana eg, ment
requirements do not apply to the composting discharges from this Type 1 facility, and all composting
operation discharges are authorized when the facility complies only with the stormwater provisions of
the General Permit. To the extent any provisions may be read to impose the process wastewater
standards in the General Permit to discharges from the permittee's facility, the provisions are
suspended and do not apply.
This Certificate of Coverage is an enforceable part of General Permit NCG240000, and shall become
effective for the permittee on July 16, 2014.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Pursuant to the provisions of Session Law 2012-200, a Type 1 composting facility is not required to
have a NPDES permit for discharge of process wastewater. Notwithstanding any contrary provisions
in the General Permit, all discharges of stormwater, including stormwater which comes into direct
contact with or results from the production or use of any raw material, intermediate product, finished
product, byproduct, or waste product are authorized which comply with the stormwater pollution
management requirements, monitoring requirements, reporting requirements, and other conditions set
forth in Part 1, Part II A - D, Part IV, Part V, Part VI, and Part VII of General Permit No. NCG240000.
In accordance with the provisions of Session Law 2012-200, the process wastewater mana e� ment
requirements do not apply to the composting discharges from this Type I facility, and all composting
operation discharges are authorized when the facility complies only with the stormwater provisions of
the General Permit. To the extent any provisions may be read to impose the process wastewater
standards in the General Permit to discharges from the permittee's facility, the provisions are
suspended and do not apply.
This Certificate of Coverage is an enforceable part of General Permit NCG240000, and shall become
effective for the permittee on July 16, 2014.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Salisbury Grants Creek Compost Facility

Large Type 1
The feedstock for the composting facility will be generated from the City of Salisbury's limb and leaf
collection service. Only yard waste will be accepted at the site, and no feedstocks will be accepted from
other sources. The leafs are collected by a vacuum trailer which grinds and breaks down the leafs in the
collection process. They are unloaded from the vacuum trailers at the city's yard waste collection site.
The limbs are collected in packer trucks and boom trucks and hauled to the city's yard waste handling
site where they are ground up in a tub grinder. Both the ground leafs and limbs will be loaded at the
city's yard waste handling site and hauled to the Grant's Creek Compost Facility to be placed in
windrows for passive composting.
The windrows will have the temperatures monitored at every third of the pile approximately 4 foot off
the ground. At each location the temperature will be recorded at 12 inches and at 36 inches with a 3
foot thermometer making every effort to obtain temperature measurements representative of the
entire batch of compost. Temperatures will begin on a weekly basis when the windrow has been
established. Once the temperatures reach 131 degrees F, the temperatures will begin to be monitored
daily to check they remain there for a minimum of 3 days. The compost temperatures will be monitored
for a minimum of 3 days to insure .1406 (10) 131 degrees F is met prior to being added to the compost
distribution pile. The compost pipes will be turned with loaders and a compost turner.
The site has been laid out to allow the offsite water to flow through existing drainage features with no
restrictions from the windrows. The uphill rainwater is controlled through a series of ditches and pipes
and empties across the drive through a pipe into a draw through the middle of the site. This draw will
remain undisturbed other than being mowed to allow the water to flow through as it currently does.
The run off from the compost site will be allowed to flow naturally downhill as the current site grade
allows. The water enters into a heavily wooded area with will remain undisturbed for a natural buffer
and filter of the stormwater water. The facility will operate as a passive compost site and there are no
foreseen plans to operate under rain conditions.
