under the subject state — NPDES general permit. I apologize for the lengthy delay in
processing your permit coverage application. The attached COC is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency dated
October 15, 2007 (or as subsequently amended).
Please take notice that the Certificate of Coverage is not transferable except after
notice to, and action by, the Division of Energy, Mineral, and Land Resources. The Division
may require modification or revocation and reissuance of the COC.

Permit and familiarize yourself with them. While very similar to your previous obligations

Your facility is currently covered for stormwater discharge under NPDES Permit NCS000525. This permit
expires on 9/30/2013. To assure consideration for continued coverage under your individual permit, you
must apply to the Division of Water Quality (DWQ) for renewal of your permit. Enclosed you will Find an
individual permit Renewal Application Form, Supplemental Information request, and Stormwater Pollution
Prevention Plan Certification for your facility.
Filing the application form along with the requested supplemental information will constitute your
application for renewal of this permit. until your permit renewal is completed and you receive a new permit,
please continue to comply with all conditions and monitoring requirements in your expired NPDES
stormwater permit.
Please comlete and return the application and supplemental information to DWQ by April 5. 2013. Failure to
request renewal within this time period may result in delay of your permit renewal. Discharge of stormwater
from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of
NCGS 143-215.1 and could result in assessments of civil penalties of up to $25,000 per day.

Thank you for meeting with Eric Wallace and me last week. We appreciate the
opportunity to discuss Wallace Farm's stormwater permitting requirements.
® As was discussed, enclosed please find Wallace Farm, Inc.'s application for stormwater
permit coverage under General Permit NCG240000.
Please note that process wastewater at Wallace Farm is collected and routed to
Charlotte -Mecklenburg Utilities for subsequent treatment at their wastewater treatment
facilities. Wallace Farm has a pretreatment permit with CMU for this purpose.
Two copies of the application and required accompanying materials are attached. The
original includes a check for $100 payable to NCDEN R. Both copies include a copy of
the most recent Annual Report to the Secretary of State showing the current legal
name, a site plan, and a location map.

Wallace Farm, Inc. owns and operates a composting facility adjacent to Eastfield
Road in Mecklenburg County. The facility uses the windrow composting method under a
current DWM permit, and the process flow is shown on the diagram on the following
page. Feedstocks include animal manures, yard materials, wood materials; cotton and
tobacco materials; food processing residuals, and food waste. All of the feedstocks used
at the facility are non -hazardous.
The final product qualifies as "finished compost."
BMPs, illustrated on the accompanying Site Plan, include stormwater ponds,
grassy areas with overland flow, and silt fences.
Process wastewater does not combine with stormwater. Process wastewater is
collected and pumped to Charlotte -Mecklenburg Utilities, for which Wallace Farm, Inc.
® has a pretreatment permit.
