They accept a variety of material from agricultural and industrial sources (yard waste, wood pallets, food wasete, anmal waste sludge, sheetrock, etc). Their processes are contained in a building, although some storage and processes, such as uncontaminated pallets and a wood grinding process is conducted outdoors Would they require coverage under a General Permit at minimum, or require that a "No Exposure..." form be submitted? I'm wondering is there is some sort of categorical exemption for composting. Thanks, Christine K. We have received an application for coverage of an existing compost facility under NCG 24 from McGill Environmental Systems of NC, Inc. The facility drains to an UT to Shaddox Creek (class W5-IV) in New Hill (Chatham County). They have vehicle maintenance, but no haz. waste. Ken has also looked through this one, and does not have any issues with issuing. Does the RRO have any concerns about issuing this facility a COC for this general permit? Thanks. Robert D. This facility is located at 634 Christian Chapel Church Road in New Hill, North Carolina, 27562. The contact person is Steve Cockman and he may be reached at (919) 362-1161. Division of Waste Management permit SWC 19-06 allows the production of "finished compost" from the Large — Type 4 Solid Waste Compost Facility. When the McGill Chatham facility p re opened in 2002 it resented the best available and p t affordable design available to McGill. Through the eight years of operation at Chatham and the design and construction of two new McGill plants elsewhere in the world a number of design and operational improvements have been developed and implemented at the Chatham Facility where ' at all feasible and beneficial. 1 Compost Manufacturing Sequence The Glenville Compost Option, which has been in use for a number of years in Ireland, calls for more active management of the material within the building through earlier screening and significant curing indoors. This results in diminishing outside curing and operating a plant on a significantly smaller footprint. All materials are blended inside the building and then moved to aerated processing bays. The material is screened indoors after one week when Process to Further Reduce Pathogens (PFRP) has been achieved. The screened material is then returned for further processing/curing for an additional 14 plus days. At that point material can be moved a ' third time for further curing outside. In a well controlled aerated static pile environment the most intense biological activity takes 1 place in the first few days. The early screening further homogenizes the mix, redistributes moisture and enzymes stimulating further rapid biodegradation. There is also a very significant space efficiency gained through the screening process. t General Feedstock Prime Amendments Biosolids Sawdust and wood chips Shredded paper, pallets, yard and untreated/unprocessed wood waste Sheetrock Restaurant grease trap waste ' Agricultural by-products (sweepings, tobacco dust, gin trash waste) Manures and bedding Selected Biodegradable Industrial Sludges ' Food and food processing wastes MacContlell & Associates, P.C. 1 McGill Environmental Systems of N.C., Inc. — Chatham Facility (Merry Oaks) Finished Compost McGill Environmental Systems of N.C., Inc. produces `finished compost" for distribution to the public under Division of Waste Management Permit Number SWC-19-06. Stormwater Best Management Practices (BMP) The McGill Chatham Facility treats stormwater runoff leaving the site using the following measures and devices: • Diversion ditches and drainage swales • Drain pipes and culverts • Vegetative grass buffers • Three (3) permanent sediment basins • Diversion berms with periodically spaced rip rap outlets • Rock check dams • Straw bales • Filter socks Wastewater Treatment The McGill Chatham Facility does not discharge process wastewater.
