Sullins, Diractvr Division of Miter Quality This is to follow-up to my site visitfinspection at the Shore Flyte Marina facility on January 5, 2011. We discussed the following permits that were previously issued for this site: 1) Federal Stormwater perrrlit NCG190056 Issued to Perquirnans County on J��l-f 3, 2000; transferred ownership to Tony Wooddise, October 2001; expired July 31, 2004. The ennual isermit fees were paid, beginning in 2001 and continued through June 2010, even though the permit expired. 2LState_Stormwater Permit SW7011002 Issued to Shore Flyte Marina on February 22, 2002 and expires on February 22, 2012. This permit was for the development of the site inciu'Tng buildings, parking, access drives, boat ramp facilities, and (2) stormwater infiltration systems. After inspecting the site and discussions with you, it was determined th2it the site has not been fully developed as a marina; nor has the site been operated as a marina. At this t1mr, only a metal storage building and gravel parking pad have been constructed. Since the Federal 5tormvlf3ter Permit for this site expired, and you do not currently operate a marina at this site, you do not need-ovarage under the NOG19 permit; Ilkewise, you do not need to submit any monitoring reports or annual fee; for this site. If you plan to operate a marina at this site in the future, you will need to obtain a Federal St_,rrnwater Permit prior to beginning operation. The State Stormwater Permit was issued with an approved site plan that :d rowed the development of a marina facility with buildings, parking, a boat ramp, and (2) infiltration systems fer storrnwater treatment, The Permit required that the proposed stormwater irrfiitration systems be r.�nstructed prior to the development of the site. Since the infiltration systems are not constructed accardi% to the approved plans, your site is not in compliance. We discussed several ways to resolve this non-r;ompliance, including (1) construct the Infiltration systems as originally designed and approved; (2) submit ,7 modified design of the stormwater treatment system and request a permit modification; or (3) submit r modAed site plan and request a low density type permit, We will be happy to discuss these alt=rnrnl.ives with you, or your consultant.
