It appears that during the renewal process for general stormwater discharge permit NCG 19000
the computer records for your two facilities were corrupted. I believe the problem occurred
during the transfer of ownership of the property at 1290 Marshallberg Road in -Marshallberg.
Jarrett Bav Boatworks was issued Certificate of Coverage NCG 190051 for that property in
February of 199S. They were issued Certificate of Coverage NCG190052 for their new facility
on Eastman Creel; in June of 1995.
During the renewal process, Core Sound Marine Services (CSMS) acquired the property at 1290
Marshallberg Road. COC NCG 190051 should have been transferred to CSMS «,hen the permit
was reissued. Unfortunately, it appears that did not occur, instead NCG 190052 was incorrectly
sent to CSMS.
To put this matter to rest, I am sending you corrected copies of your facilities respective
Certificates of Coverage. Please update your records as needed to reflect the correct COC
number.

In response to your renewal application for continued coverage under general permit NCG190000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A copy of general storm water permit NCG190000
* A Stormwater Pollution Prevention Plan (SPPP) Certification Form. Completion of this form is required to
certify that you have developed and implemented the SPPP as per the conditions of the permit. This form
must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin on the Stormwater program which outlines program components and
addresses frequently asked questions
* A corrected Certificate of Coverage if you indicated a name change on the Renewal Application
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal. state, or local law rule, standard, ordinance, order, judgment, or
decree.

permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the

If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit

out of the water by a travel lift and brought up a ramp to high ground.
Marine growth is removed by high pressure spray which also removes loose paint. There are
no provisions for collection of the washwater or the solids. Solids accumulate and water soaks
in or nins off.
Boat owners and independent contractors are allowed to stage boats on the site and
slake repairs which include sand blasting and grinding to remove paint. No provisions are
made for the containment and collection of associated dust or paint. Heavy accumulations of
paint chips were observed oil the ground at the site. During it previous visit, solids were
observed floating on the water. Water samples taken in this area indicated elevated levels of
heavy metals, with copper values being of particular interest. While painting is generally done
by bnlsh or roller, it is understood that some spray painting is also done with no provision for
containment of spray.
