In the past we have tried to get the expired COCs resolved but it appears new COCs have surfaced for our region. A few COCs (NCG090002, NCG180121, and NCG180209) we thought had been resolved but they are still showing as "Expired" when pulled from BIMS. I have attached three documents showing that MRO had asked permitting to make the COCs "Inactive" since the permittee was no longer at the site and we could not contact them. The NCG180121 date should be January 2011 not January 2010 as per inspection in BIMS. Can you let me know who would now handle this in permitting and whether you need the supporting documentation that we had provided with the Memos. NCG090002 expired in 2002, so as long as we never received a renewal, you can change the status to inactive. NCG180121 expired in 2009, so as long as we never received a renewal, you can change the status to inactive. One question though (which we need to ask Charles about again) is when we inactivate a permit, do we also have to update the overdue fees in BIMS? I can't remember if we asked that question. Stanly County MRO inspected the Premium Coatings, Inc. property on March 10., 2011, as noted in the attached inspection report. The inspection and associated investigation found that premium Coatings, Inc. is no longer manufacturing at the site and the Certificate of Coverage expired in 2002. The property is currently occupied by Anmar, LLC although the Catawba County GIS system shows Premium Coatings, Inc. as the property owner. Premium Coatings, Inc. is not a valid business entity as noted in the attached Secretary of State filings and no contact could be made with Premium Coatings, Inc. as noted in the attached inspection report. The flume has sufficient velocity and turbulence to "wet", mix and disperse the solids. The solids are transported down the flume in the flowing water to the catch basin and insert. We can simulate stormwater bypass by directing a portion of the flow around the flume at high flow rates. For all the tests we performed for United Pumping Services, no flow was bypassed. Influent samples can be collected in the waterfall from the flume into the insert. Effluent samples can be collected by passing a sample container below the insert. Also, we have a filter screen with 325 mesh (45 micron) fabric that we can place under the insert. This screen filters the entire flow exiting the insert. We conducted three tests with the contaminated sediments (two batches, one high in barium and one high in lead contents) you provided. First we removed large debris (>O.5 inch) from the sediments. We have already demon- strated that your insert can remove this large material. We next characterized the moisture content in the sediments by drying known weights of sediment in an oven at 103 oC. The moisture content was 12% by weight fraction. All tests were conducted at 75 gallons per minute (GPM) or 283 L/min using a double thickness liner. This flow rate is equivalent to 1 inch per hour rainfall over a 0.2-acre (8,700 f12) area with a runoff coefficient of 1.85. This roughly equivalent to a parking lot in a typical Southern California rainfall event (for greater rainfall rates or for long rainfall duration, the runoff might approach 1.0). The first two tests were conducted over 30 minutes by adding sediment to produce 7 mg/L TSS concentration. One test from each batch of sediments was performed. We sampled the effluent from both tests. The solids removal of the insert was so large that we obtained too little material in the effluent to characterize. The solids Cemoval was in excess of 99%. We did not perform analysis on the solids in the effluent from the insert because re was too little solids mass to extract. The third test was preformed by adding approximately 300 mg/L of sediments over a 15-minute test duration. For this test we combined sediments from both sources (high lead and high barium). We captured effluent TSS in our 325-mesh screen. The TSS removal for this test was 99%. We dried influent and effluent samples and sent them to a commercial laboratory for analysis. Table 1 shows the results. The top of Table 1 shows a sieve analysis of each sediment type. In general, the sediments are larger than 100 mesh. The row labeled "Passing 100 mesh" also includes losses. The total sediment mass applied was 1,232 grams. The total recovered sediment mass was a little over 11 grams. The percent removals are calculated by multiplying the mass applied by the sediment concentrations.
