The inspection and associated investigation found that Wiscassett Mills Company is no longer conducting textile manufacturing at the site. The property has been turned into a mixed -use development and ownership was transferred to Southpaw Investors, LLC in 2004 as noted in the attached deed. MRO is therefore requesting that Stormwater Certificate of Coverage NCG170368 be made "Inactive" in BIMS to remove it from the list of facilities needing inspections and remove it from the associated EPA permitting and compliance databases available online to the public. From the Cabarrus County GISICLaRIS websites it was determined that the property was sold in 2004 through bankruptcy proceedings and ownership transferred through a Quitclaim Deed to Southpaw Investors, LLC. The site visit on July 8, 2009, confirmed that Wiscassett Mills is no longer manufacturing any textile products at the facility located at 321 Misenheimer Ave., Concord, NC 28025. There are multiple tenants in the prior Wiscassett Mills manufacturing buildings on site including: Shogren Industries, Mallard Creek Polymers, Gregory Grier, Inc., Congressman Larry Kissel, Liles Construction Company, and Auto Barn. The current occupants of the property would therefore not require coverage under the Division's General Stormwater permit NCG170000 for Textile Mills and therefore NCG170368 should be made "Inactive".
