MRO inspected the Wiscassett Mills Plant 61 M6 property on March 11, 2010, as noted in the
attached inspection report. The inspection and associated investigation found that Wiscassett Mills
Company is no longer conducting textile manufacturing at the site. The property is used as light
industrial property and ownership was transferred to Richard F Storm and his wife Virginia D Storm in
2001 as noted in the attached deed.
MRO is therefore requesting that Stormwater Certificate of Coverage NCG170253 be made
"Inactive" in BIMS to remove it from the list of facilities needing inspections and remove it from the
associated EPA permitting and compliance databases available online to the public.
The Wiscassett Mills Company is still an active registered business within the State of North
Carolina although it is based in California and no contact phone number could be located.

Inspection Summary:
A site visit was conducted because the Certificate of Coverage for the Wiscassett Mills Company Plant 61 M6 under
General Stormwater permit NCG170000 for Textile Mills expired in 2004.
From the Stanly County GIS website it was determined that the property (Tax Record 31655) was sold in May of 2001 by
the Wiscasset Mills Company to Richard F Storm and his wife Virginia 0 of Albemarle, NC.
The site visit on March 11, 2010, confirmed that the Wiscasset Mills Company is not conducting textile manufacturing at
the facility. The facility is currently the home of a stormwater consulting company. The adjacent Wiscassett Mills Dye
house was also sold during 2001 to a new owner. From the plat of the property it was determined that the stormwater
inlets on the property are located in the parking lot and no industrial activity was occurring in this area.
The current occupants of the property would therefore not require coverage under the Division's General 5tormwater
permit NCG170000 for Textile Mills and therefore NCG170253 should be made "Inactive".

This annual fee is required by the North Carolina Administrative Code. It covers the administrative costs associated with your
permit. It is required of any person holding a permit for any time during the annual fee period, regardless of the facility's operating
status. Failure to pay the fee by the due date will subject the permit to revocation. Operating without a valid permit is a violation
and is subject to a $10,000 per day fine. If the permit is revoked and you later decide a permit is needed, you must reapply, with
the understanding the permit request may be denied due to changes in environmental, regulatory, or modeling conditions.

In response to your renewal application for continued coverage under general permit NCG170000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A copy of general stormwater permit NCG170000
* A Stormwater Pollution Prevention Plan (SPPP) Certification Form. Completion of this form is required to
certify that you have developed and implemented the SPPP as per the conditions of the permit. This form
must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin for the general permit which outlines changes in the permit, key requirements,
and addresses frequently asked questions
* A Certificate of Coverage
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.

In accordance with your application for discharge permit received on April 5, 1995, we are forwarding
herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal
Area Management Act or any other Federal or Local governmental permit that may be required.
