Wiscassett Mills Co — Plant 64
Cabarrus County
MRO inspected the Wiscassett Mills Plant 64 property on July 8, 2009, as noted in the attached
inspection report. The inspection and associated investigation found that Wiscassett Mills Company is
no longer conducting textile manufacturing at the site. The property has been turned into warehousing
space and ownership was transferred to Craver Properties of Concord, LLC in 2001 as noted in the
attached deed.
MRO is therefore requesting that Stormwater Certificate of Coverage NCG170252 be made
"Inactive" in RIMS to remove it from the list of facilities needing inspections and remove it from the
associated EPA permitting and compliance databases available online to the public.
The Wiscassett Mills Company is still an active registered business within the State of North
Carolina and the associated contact information has been provided in this package if the Stormwater
Permitting Group wants to pursue a permit rescission request from the permittee.

Inspection Summary:
A site visit was conducted because the Certificate of Coverage for the Wiscassett Mills Co Plant 64 under General
Stormwater permit NCG170000 for Textile Mills expired in 2004.
From the Cabarrus County GIS/CLaRIS websites it was determined that the property was sold in 2001 and Wiscassett
Mills Company transferred ownership through a Warranty Deed to Craver Properties of Concord, LLC.
The site visit on July 8, 2009, confirmed that Wiscassett Mills is no longer manufacturing any textile products at the facility
located at 303 Wilshire Ave,, Concord, NC 28025. Saddle Creek Copak'Services, Inc., which provides packaging,
warehousing, and transportation services currently occupies a portion of the building.
The current occupants of the property would therefore not require coverage under the Division's General Stormwater
permit NCG170000 for Textile Mills and therefore NCG170252 should be made "Inactive".

The designation Grantor and Grantee as used herein shall include said parties, their heirs, successors, and assigns, and

WITNESSETH:-
That the Grantor, for a valuable consideration paid by the Grantee, the receipt
of which is hereby acknowledged, has bargained and sold, and by these presents does bargain,

the westerly right-of-way of Journey Street, S. 44-31 E. 835.46 feet to a set iron pin; thence
leaving said right-of-way and heading S. 45-30 W. 700,00 feet to a set iron pin; thence N. 44-
31 W. 835.46 feet to a set iron pin; thence along the easterly right-of-way of Wilshire Drive,
N. 45-30 E. 700.00 feet to the place of BEGINtiTNG, and containing 13.423 acres.
For back reference, see Deed Book 330, page 531, Cabarrus County Registry,
TO HAVE AND TO HOLD the aforesaid tract or parcel of land and all
privileges and appurtenances thereunto belonging to the Grantee in fee simple.
The Grantor does hereby covenant that Grantor is seized of the premises in fee
simple, has the right to convey the same in fee simple, that title is marketable and free and
clear of all encumbrances, and that Grantor will warrant and defend the title against the lawful
claims of all persons whomsoever except for the exceptions hereinafter stated. The title to the
property hereinabove described is subject to the following exceptions:
All valid and existing rights of way, easements, and restrictions without reimposing the same.

The Grantor further covenants and agrees it will indemnify and hold the
Grantee, its successors and assigns, harmless from and against any costs or expenses
(including investigation and remediation expenses) arising out of or resulting from a claim by
the North Carolina Department of Environment and Natural Resources against Grantee, its
successors and assigns, relating to existing environmental conditions on said property. Grantor
further agrees to take all remedial action at the property required of it by North Carolina
Department of Environment and Natural Resources with respect to the existing environmental
conditions. Grantor's indemnity and remedial obligations shall remain in effect until the
issuance by the North Carolina Department of Environment and Natural Resources (or a
successor agency) of a "No Further Action Letter" with respect to the existing environmental
conditions (or a functionally equivalent document issued by the North Carolina Department of
Environment and Natural Resources or its successor).

Annual Permit Fee
This annual fee is required by the North Carolina Administrative Code. It covers the administrative costs associated with your
permit. It is required of any person holding a permit for any time during the annual fee period, regardless of the facility's operating
status. Failure to pay the fee by the due date will subject the permit to revocation. Operating without a valid permit is a violation
and is subject to a S 10,000 per day fine. If the permit is revoked and you later decide a permit is needed, you must reapply, with
the understanding the permit request may be denied due to changes in environmental, regulatory, or modeling conditions.

In response to your renewal application for continued coverage under general permit NCG170000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S_ Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A copy of general Stormwater permit NCG170000
* A Stormwater Pollution Prevention Plan (SPPP) Certification Form. Completion of this form is required to
certify that you have developed and implemented the SPPP as per the conditions of the permit. This form
must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin for the general permit which outlines changes in the permit, key requirements,
and addresses frequently asked questions
* A Certificate of Coverage
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.

In accordance with your application for discharge permit received on April 5, 1995, we are forwarding
herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This
permit is issued -pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal
Area Management Act or any other Federal or Local governmental permit that may be required.
