Lincoln County Dee Freeman Secretary MRO inspected the Belding Hausman, Inc. (Lincolnton, NC) property on February 4, 2010, as noted in the attached inspection report. The inspection and associated investigation found that Belding Hausman, Inc. is no longer conducting textile manufacturing at the site. The property only contained one building since the majority of the site had been demolished. The property is currently for sale and a call to Mr. W. Stowe on Feb. 16, 2010 discovered that the property should be sold for retail development within the next 30 days. Mr. Stowe was forwarded by e-mail the necessary information to request rescission of Stormwater Certificate of Coverage NCG170153 for the Lincolnton, NC facility. However, if the permittee does not request rescission MRO believes the COC can be made "Inactive" in BIMS to remove it from the list of facilities needing inspections and remove it from the associated EPA permitting and compliance databases available online to the public. Stormwater Permits Mr. Stowe, It was a pleasure chatting with you this morning regarding the two Belding Hausman, Inc. stormwater permits with the NC Division of Water Quality (DWQ). As I stated earlier your coverage to discharge industrial stormwater under our general permit for Textile manufacturing (NCG170000) has expired at both the Lincolnton and Stanley plants. When you originally applied for coverage under this permit each facility was issued a Certificate of Coverage (COC) to discharge industrial stormwater. The COC number is unique to each facility that is covered under the general permit. The COCs for the two Belding Hausman facilities are listed as "expired" in our database. However, expired permits are treated the same as "active" permits (can be inspected, enforced, etc.) and do not get "removed from our books" until either the permittee requests rescission or the Regional Office verifies that the industrial activity at the facility covered by the permit is longer occurring (COC is made inactive but not officially rescinded). Expired permits appear in the EPA database of "actively discharging facilities" which can be viewed at http://www.epa-echo.gov/echo/ . The status of the two Belding Hausman COCs are: • COC NCG170116, 357 North Main Street, Stanley, NC COC expired on 7/31/2004 with billing last paid in 2003 (waived in 2004 and 2005) • COC NCG170153, 2130 East Main Street, Lincolnton, NC COC expired on 7/31/2009 with billing last paid in 2009 visited both facilities week of February 1, 2010. It was clear that no textile manufacturing was occurring at the Stanley location and from the Gaston GIS it was noted that Belding Hausman, Inc. no longer owns the facility. The Lincolnton facility (which you still own) was —75% demolished but one building remained in which some activity was occurring (unsure if it was textile related). Therefore, it is in your best interest to request rescission of the Belding Hausman, Inc. COCs for the discharge of industrial stormwater from textile operations at each facility. You noted on the phone that the Lincolnton, NC facility would soon be sold so I presume no textile manufacturing is occurring at the facility (or will be). To rescind the two Belding Hausman, Inc. COCs please send a letter asking for rescission to the Stormwater Permitting Unit at the following address. Inc Boger City plant under General Stormwater permit NCG170000 for textile manufacturing related stormwater discharges expired in 2009. A review of BIMS shows that the permittee paid their annual fee for 2009. The Lincoln County GIS website shows that Belding Hausman, Inc. still owns the property. Belding Hausman, Inc. is still an active company registered with the Department of the Secretary of State. The site visit on February 4, 2010, confirmed that Belding Hausman, Inc. is not conducting textile manufacturing at the facility. The facility was in the process of being demolished. Approximately three-quarters of the facility had been demolished and a lone building at the west -end of the property was still intact. The property (17 acres) was listed as being "for sale" by Colliers Pinkard, Inc. The contact information in BIMS for Belding Hausman was for a disconnected phone number although a company contact was obtained from the Commercial real Estate company. Mr. W. Stowe with Belding Hausman was contacted on 2/16/10, and the status of,the permit was discussed. Mr. Stowe stated that the permittee will request permit rescission since the property was to be sold in the next 30 days for retail development.
