As shown on the attached map, we request that the current SbO, identified as the "lower pond," be relocated to the "upper pond." When the current SDO was established in 1999, the lower pond was chosen because it received flow from the upper pond, and was then much larger than it is now. Runoff from the asphalt plant and the aggregate storage area flowed into the upper pond and was then discharged to the lower pond. The lower pond's water level and surface area have gradually been reduced from natural encroachment of the woods and surrounding vegetation. Less than one-fourth of the lower pond's original area is still present. Relocation of the current SDO to the upper pond would not jeopardize the integrity of the stormwater samples, and would provide a much easier access for sample collection. If there are any questions, please feel free to contact me at 919-772-6895 or our environmental consultant contact, Charles Blackwell of Applied Water Technology, Inc. at 919-466-9246.
