August 21, 2017 NCDENR - Division of Energy, Mineral and Land Resources 217 West Jones Street Raleigh, NC 27603 RE: NPDES General Discharge Permit NCG140000 Narrative To Whom It May Concern: This is a brief narrative to identify and describe the site and operations for the production of ready mix concrete at the proposed concrete plant in the Town of Pittsboro. The proposed property is a 20.75-acre tract located at 270 Moncure Pittsboro Road in Pittsboro, North Carolina (PIN 9741-2071-9128). It is currently zoned as M2 Heavy Industrial. See attached Site Plan for vicinity reference and details. An approved Stormwater Discharge permit has been submitted to the Town of Pittsboro, and a Land Disturbance and Sedimentation & Erosion Control Plan is currently in review by Chatham County. This site was first developed in 1948, and much of the area was deemed to be impervious surface. It was determined by staff at WithersRavenel and the Town of Pittsboro that the site has a large portion of preexisting impervious area grandfathered in with no existing stormwater control measures. It shall be the owner's responsibility to treat any net increase of impervious surface area added to the site. From the site plan it was determined that there would be a net increase of 1.74 acres. The proposed solution is to treat all run off water coming from the area, shaded in light cyan, which is a total drainage area of 2.56 acres. This will be routed to the 6,000 SQFT dry basin in the southern portion of the site. Discharge routed through the pond is treated through a riser structure, level spreader & filter strip, and a high bypass outlet barrel before being discharged into Turkey Creek. The runoff is treated per State and Town requirements. Details can be found in the approved stormwater management plan held at the Town of Pittsboro or at Withers Rave neI's Cary office. Drainage from the rest of the site is routed into four outlet structure outfalIs, some of which were preexisting. The high point of the site is at the 386 contour at the northern most driveway, and the water lines on the site plan depict the flow's path to several catch basins that tie into the storm drainage system. The first outlet structure, labeled Outfall #1, is on the southwest corner of the site at the base of the proposed retaining wall. This outfall takes the sheet flow between the storage bins and the western retaining wall. Outfall #2 takes the flow from the shaded drainage area and is routed and treated in the stormwater control measure (SCM). Outfall #3 is located on the south facing retaining wall towards the eastern portion of the site. This outfall takes the drainage from the storage bin area as well as the center where the concrete plant is located. The last outfall, labeled Outfall #4, is located on the southeast corner of the sitejust behind the settling basin. This outfall takes the flow from the east section of the site, from the 368 contour over. The settling basin outfall, adjacent to the settling basin, is labeled" Proposed Discharge Point." Please see the attached details of the truck wash station, the two settling chambers, and the settling basin. The truck wash station is a three chamber system that forces the heavier aggregates and solids to settle out before reaching the final settling chamber, the stand pipe, and finally the discharge point. The two truck wash stations are 5 feet deep and are connected via a weir that allows water to pass from basin #1 to basin #2. Basin #2 is connected to the largest settle basin which has the FORTRANs unit treatment system. The permanent pool elevation of this basin is 362 with a depth of 3 feet. A 12-inch corrugated metal pipe is used as a stand pipe and serves as the inlet for clean, pH balanced, water which is discharged out through an 8-inch ductile iron pipe outfall. Projections show that in the next few years Capital Ready Mix Concrete will be investing in a closed looped system and the basin will be used as their emergency back up only. Although it will not be immediately brought online, we have included the reuse station in the details. The sediment that is left in the main two chambers will be removed using a front-end loader and transported to a "drying bin" on the west side of the site. Once material has been dewatered and dried, it will be hauled off -site and disposed of accordingly. It is not projected that much sediment will reach the third, large settling basin, but this will be maintained and any solids removed on an as needed basis.,. The large settling basin is concrete in design and has a 6-inch curb that surrounds it. This curb will negate the ability of stormwater to flow into the basin and increase the volume of treated water. The intent of the proposed design is to ensure that all wash water and stormwater will be treated and discharged separately. The stormwater from the eastern portion of the site will be diverted around this basin and discharged from Outfall #4 as show on the attachment. They have a treatment unit for the 2,000ft2 settling basin on the East side of the facility but no type of treatment for that SCM on the South end of the project. I,would say they need another treatment unit at that SCM or provide a diversion berm or Swale to divert that flow to the settling pond. They would need to resize the pond and possible the treatment unit to account for the additional runoff. They should also have permanent diversions on each side of the SCM to divert runoff into the SCM, otherwise most of the runoff goes directly into Turkey creek with no settling. That last part may be more of an erosion control issue but you can weed out any comment that you feel aren't relevant.
