In accordance with your application for a discharge permit received on December 15, 2016, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage (COC) is not transferable except after notice to the
Division of Energy, Mineral, and Land Resources. The Division may require modification or revocation
and reissuance of the certificate of coverage.
Please note that NCG140000 contains effluent limitations for process wastewater discharges (see Part 1V,
Section D). Wastewater discharges must meet the requirements of these effluent limitations. An
e_rceedance of any of these limitations is a violation of perniit conditions.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Energy, Mining, and Land Resources, or permits required by the Division of Water
Resources, Coastal Area Management Act, or any other federal or local governmental permit that may be
required.

is hereby authorized to discharge stormwater and process wastewater from a facility located at
North Pointe Business Park — Concrete Batch Plant
4304 North Pointe Industrial Boulevard

to receiving waters designated as Stewart Creek, a class C water in the Catawba River Basin, in
accordance with the effluent limitations, monitoring requirements, and other conditions set forth
in Parts I, 11, 111, IV, and V of General Permit No. NCG140000 as attached.
This certificate of coverage shall become effective January 25, 2017.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Below is a link that will take you to the Charlotte City Code. Chapter 23, Section 79(b)(14) specifically prohibits the
discharge of stormwater into our collection and treatment system unless specifically authorized. As I mentioned during
our phone conversation earlier this morning, CLTWater dedicates an enormous amount of resources to keep stormwater
from entering our system. In the event that there is no option for your company to handle this water otherwise, we
may be able to permit your discharge. As I explained, this would likely require you to apply for a permit, install
appropriate pretreatment and monitoring equipment, and perform periodic sampling events.
As we discussed, since the project is still in the development stage, it would be best if process wastewaters could be
recycled in the product and stormwater managed separately. Additionally, I am attaching a short survey that we
routinely use to document discharges from Industrial users in the CLTWater service area. Please a take a few moments
and complete this as best you can. If you have any questions don't hesitate to contact me. Again, thanks for your time
on the phone this morning.

Project Description
Macleod Construction proposes to build a concrete batch plant at this location. The, proposed
improvements will include new entrance drive, mixing plant, aggregate storage, office trailers and
related.plant improvements. Future improvements may include a maintenance shop and office.
Sediment Control
Erosion,&sediment control during.construction will be provided by installation and maintenance of
temporary erosion control measures that are capable of achieving the required sediment trapping
efficiency for the 10-year, 24-hr storm event. Erosion control measures will include stone
construction entrance, silt fence and/or diversion ditches, two (2) skimmer basins, one (1)'sediment
basin and.other measures as required by local jurisdiction.
Storrn Water Management. Plan
The total site area is T6 acres and located within a distressed business district and exempt from
post construction storm water quality requirements. The site is contiguous Stewart Creek flood
Plain. Portion of the site 'was cleared by the former land owner and there are no improvements
Within the site.
One permanent storm water detention basin is proposed to capture and attenuate runoff from the
built —upon area proposed for the project. Forebay above the permanent storm pond is for pre -
treating the runoff and .settling of -,solids before reaching the pond. The proposed storm water
management is designed to provide s-yr, 24-hr volume control and 10-yr, 6 -hr peak control for
runoff from the impervious area associated with this phase of the project.
The pre and post development drainage pattern consists of three areas. Drainage area ##1 is at the
front of the site drains to the street. Drainage area #2 consists of the slope and graded area below
the proposed storm water pond that drains to the rear of the site. Drainage area #3 consists of four
(4) sub -areas and runoff from this area is directed to the storm water pond. For the purpose of pre &
post runoff calculations, and routing, these sub -areas have been combined and drainage area 43 is
analyzed as one basin to the point of interest at the storm water pond.
For the purpose of this analysis, drainage area #Land #2 area considered bypass area to the point
of interest at the storm Water pond.
Waiver Request
Calculations for the 1yr, 24 hr volume control have been included. Since the site is contiguous to the
regulated flood plain, the client is requesting a waiver from this requirement.
