COC No. NCG140446 Mecklenburg County Dear Mr. Johnston: In accordance with your application for a discharge permit received on July 21, 2016, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that NCG140000 contains effluent limitations for process wastewater discharges (see Part IV, Section D). Wastewater discharges must meet the requirements of these effluent limitations. An exceedance of any of these limitations is a violation of permit conditions. Also note that groundwater standards in 15A NCAC 02L and 02T regulations must be met for any closed -loop recycle systems or any discharges to groundwater. The permit application and site plan indicates that there is only one outfall (combined stormwater and wastewater) applicable under this permit. Please ensure that no other discrete points of discharge convey stormwater associated with industrial activity. Such discharge points must be identified in the Stormwater Pollution Prevention Plan (SPPP) and would be subject to the terms and conditions of the General Permit. Also, we noted the site plan shows a "proposed wash basin" as part of future plant construction. The SPPP should clarify whether vehicle or equipment cleaning (VE) will contribute to that basin. The NOI application indicates no VE generation and that "VE is minimal and less than permit threshold." Bear in mind that the threshold in the permit refers to gallons of motor oil used for vehicle maintenance — not rinsing or wash water volume for vehicle washing. We are going to expedite this permit due to NOV. Thanks. Zahid Hi Zahid, Thanks for sending this along. After a brief review, I think my only concern is about the single outfall they've noted. Our staff has conducted stormwater sampling from discharge at the western portion of the property near the existing batch plant, so I would be concerned that there's more than just the one stormwater outfall listed in their application, and that any discharge from this location near the process area (if it still discharges) could have higher levels of TS5 and pH. Also, their NOI shows that they do not generate/discharge wastewater from vehicle/equipment rinsing, but then the detail for the batch plant clearly shows a vehicle rinse pad. In addition, it seems to me that the answer to question 16 should be "yes" and not "no". The cover letter specifically states that process water is either pumped from the sump to a water tank for reuse or is utilized for on -site dust suppression. The proposed batch plant drawing doesn't show process water recycling, however, so maybe that's why they answered -no? As far as a "vehicle rinse pad" that Chad mentions, the site drawing shows a "proposed wash basin", so I'm not so sure that they'll be rinsing trucks in that area or if they already do currently. Definitely something to have clarified. Regarding their contact with Charlotte Water to ask about discharging to the sanitary sewer system, Charlotte Water has never allowed concrete plants to discharge to their system, but maybe they have changed their policy. Zahid Comments from Craig Miller Hello, This is the response from Charlotte Water (formerly CMU) about Lucas Concrete's option for discharging wastewater to the sanitary sewer: Craig, I've received one or two of these calls over the past year or so. Generally it goes something like this....a design consultant will call inquiring about the feasibility of discharging all wastewater & stormwater to the sewer on a new ready -mix site. I'll advise them to find ways of recycling process wastewaters (as you've outlined below —through blending back into the mix or dust control), and segregating most of the stormwater through appropriate installation of berms etc. After I share that information, I'll explain that if there is no possible way to achieve the aforementioned, they could make application for an Industrial User Permit (leading to specific discharge limitations, multiple annual monitoring & inspection requirements, and user billing based on their actual discharges). Generally they determine that this is not the route that they want to pursue. With that said, if there is a situation where discharging to the sanitary sewer is the only viable option, we would review their wastewater survey and permit application similar to other potential Significant Industrial Users. As you mention, we exclude as much stormwater from our collection system as possible, although at some industrial sites this is not entirely possible. In the scenario below, if this user wanted an Industrial User Permit, we may require them to cover the area in order to exclude rainwater. We would evaluate the level of solids and pH of the discharge (along with several other parameters) as part of the permitting process to establish acceptable limits. Anything above 2SO mg/L of TSS is above domestic levels, and they are required under the City ordinance to submit a wastewater survey. I hope this helps. The one -yard mixer is located in the existing batch plant situated in the central portion of the site. Future plans include replacement of this plant with a new plant (currently under construction) along the southern side of the main manufacturing building. The locations of the existing and replacement plants are depicted on the site map included as Figure 2 in the NOI application. Line drawings of water flows through the facility arc depicted on Figure 2, and a narrative description of the site processes which could contribute wastewater to the effluent of the stormwater outfall is provided below. The mixer cylinder for the existing plant is washed out on a wash pad situated adjacent to the batch plant. Process water and sediments from the mixer washing process are captured in the primary and secondary basins located west of the plant.
