TPH does not have a limit for wastewater, but instead is subject to benchmarks and provisions of Part IV, Section A, including the Tiered Response Action. Flow rate can be measured continuously or calculated. Flow limits for wastewater discharges to HQW waters shall be set to 50% of the Summer 7Q10 Flow as per 15A NCAC 02B .0224. Permittees who discharge wastewater to HQW waters shall obtain a Summer 7Q10 flow and report this information to DEMLR. If the permittee cannot obtain a Summer 7Q10 flow for the receiving waters at the discharge location, the permittee shall notify DEMLR, and the DEMLR Regional Office may require an annual flow report on a case -by -case basis. McCarthy Henderson Concrete Batch Plant 8) Description of Industrial Activities The facility will be a temporary concrete batch plant located on a 4.5 acre parcel owned by S.T. Wooten Corporation located near the intersection of Highway 1 and Greystone Road in Vance County. The site was previous occupied by a ST Wooten Ready Mix plant. The McCarthy Improvement plant will provide the concrete for a repaving project in Interstate Highway 85. 12) Type of Wastewater A combination of wastewater and stormwater will be discharged from this facility's outfall intermittently during the approximately 3.5 years the plant is expected to be located at this site. Wastewater will be comingled with stormwater only when the plant is in operation. The plant is expected to be in operation 60 days in 2016, 60 days in 2017, 30 days in 2018, and 30 days in 2019. On the days the plant is operating the wastewater described below will be generated. The concrete mixing drum will be washed out once per day when operating. Washing the drum will produce an estimated 800 gallons of wastewater per day. A lawn sprinkler and hose will be used for wetting the aggregate stockpile. The sprinkler is rotated around the stockpile during the day to cover all parts of the pile. Wetting the aggregate stockpile is conducted to produce an evaporative cooling of the stone. The evaporation of the water during this sprinkling process reduces the volume of water that ultimately flows away from the stockpile. Wetting is not used on the sand stockpile. Per DOT specifications both the aggregate and sand are washed prior to being delivered to the site, reducing the potential fines in the runoff of the stormwater/wastewater mixture from the area covered by the stockpiles. The plant anticipates using 15 to 20 trucks on this project and each truck will washout approximately four times per day. Each washout will use approximately 50 gallons of water. The anticipated volume of wash water generated will be approximately 4,000 gallons per day, which will be contained and recycled through the recycling system until the loading of suspended soils is too high to recycle. At that point the wastewater will be used for dust suppression on the vehicle travel routes on the site. Therefore the volume of water generated by washing out truck beds is minimized. This system is described in question 16. 16) Recycling system This plant will be using a mobile water recycling system designed to remove suspended solids from the wastewater generated by washing out the truck beds of the dump trucks hauling the concrete. The recycling system consists of two converted standard solid -waste roll -off boxes. One converted box contains a grit removal chamber and a primary settling chamber, and the second smaller box contains a sand filter and an effluent pump out chamber. The system has a design flow rate of 10 gallons per minute or 14,000 gallons per day. After multiple passes through the system the residual suspended solids in the water build up to the point where it can no longer be used in the washout area. At this point some of the water is used for dust suppression and fresh water is added to the wash out system. The holding capacity of the system is approximately 9,000 gallons. The water in the system is turned over approximately every ten day. An average of 900 gallons from the recycling system is used for dust suppression daily. Solids removed in the grit removal and primary settling portions of the recycling container are removed at predetermined levels of accumulation. The solids are dried and disposed of in an industrial solid waste facility. The trucks to be washed drive onto an elevated platform and park in an area surrounded by berms that divert the wash water to a discharge point where it is conveyed by pipe to the recycling container. The inlet end of the pipe is sealed when the plant is not in operation preventing stormwater falling in the washout area from entering the recycling container. Since the plant cannot operate while it is raining no stormwater from the parking area will enter the recycling container, therefore the only rainfall that enters the container is that which falls directly on the container. A freeboard of 6 to 8 inches is maintained in the recycling container at all times, which would accommodate the rainfall from a 10 year (5 inches) or 25 year (6 inches) storm event. 18) Wastewater Treatment Alternatives Review c) Closed -loop Recycling System (15A NCAC 2T .1000) (2) Construction of a CLRS meeting NC standards 15A NCAC 2T .1000 is not technologically feasible. The small size of the site does not provide the space necessary to construct the CLRS to meet the NC standards. (3) Although the plant will be located at this site for approximately 3.5 years, it will only operate approximately 180 days during that time. The limited operational time at the site does not justify the expense of constructing the CLRS. Additionally, this project, as with most similar projects, has a fairly short lead time and the six months or more that would be necessary for the design, approval, and installation of a CLRS is not available. (4) The time and disruption of constructed infrastructure required for the design, approval, and installation of a closed -loop recycling system that will be utilized for the treatment of a limited amount of wastewater generated no more than 180 days over the next two and a half years cannot be justified. (d) Surface or Subsurface Disposal Systems (i) Wastewater from the recycling system can be used for dust suppression and a detention pond can reduce solids in the water discharged to the surface. (ii) Water from the recycling system described in Question 16 will be used for dust suppression when the residual suspended solids in the water make it impossible to continue recycling the water. Also, all wastewater will be contained within a detention pond which will allow a significant portion of the suspended solids to settle out before being discharged to the surface. (iii) Both methods of surface disposal are feasible and will be implemented. 19) Best Management Practices (BMP) (1) Perimeter containment/diversionary berms along the west and north edges of the site will direct the combined stormwater and wastewater discharges to the detention pond. (2) A detention pond at the north end of the site will contain the combined stormwater and wastewater to allow a significant portion of the suspended solids to settle out of the water before being discharged. (3) A perimeter diversionary berm along the south edges of the site will divert potential run-on from the area to the south of the sites to the roadside drainage ditch. This will prevent the combination of stormwater and wastewater discharges from this site from commingling with stormwater from the adjacent area south of the site. Sediment fence will be installed along the north and south edges of the site to the outside of the containment berms. Fencing will be installed, monitored, and maintained according the practice standards and specifications contained in the North Carolina Erosion and Sediment Control Planning and Design Manual (section 6.62). (4) All disturbed surfaces within the site boundaries will be stabilized with 4 to 6 inches of graded aggregate base (GAB). (5) All parts and maintenance oil, grease, and fluids will be stored inside the parts trailer at all times. (6) Used oil from minor maintenance is stored in a 75-gallon double -wall tank. Attachment B — Description of Processes Producing Wastewater Three processes at this facility will potentially contribute wastewater to the effluent from the outfall. Wastewater Source 1: Wastewater Source 1 is the concrete batch plant drum. The drum on the plant will be washed out once per day on days he plant is operational. The plant is expected to operate approximately 60 days in 2016, 60 days in 2017, 30 days in 2018, and 20 days in 2019. The wastewater produced from each washout is approximately 800 gallons per day. Wastewater Source 2: Wastewater Source 2 is the truck bed washout used to washout the beds of the dump trucks used to transport the concrete to the location being paved. The plant anticipates using 15 to 20 trucks on this project and each truck will washout approximately four times per day when the plant is operating. Each washout will use approximately 50 gallons of water. The anticipated volume of wash water generated will be approximately 4,000 gallons per day, which will be contained and recycled through the recycling system. This plant will be using a mobile water recycling system designed to remove suspended solids from the wastewater generated by the concrete truck bed washout. The recycling system consists of two converted standard solid -waste roll -off boxes. One converted box contains a grit removal chamber and a primary settling chamber, and the second smaller box contains a sand filter and an effluent pump out chamber. The system has a design flow rate of 10 gallons per minute or 14,000 gallons per day. After multiple passes through the system the residual suspended solids in the water build up to the point where it can no longer be used in the washout area. At this point some of the water is used for dust suppression and fresh water is added to the wash out system. The holding capacity of the system is approximately 9,000 gallons. The water in the system is turned over approximately every ten day. An average of 900 gallons from the recycling system is used for dust suppression daily. Solids removed in the grit removal and primary settling portions of the recycling container are removed at predetermined levels of accumulation. The solids are dried and disposed of in an industrial solid waste facility. Wastewater spilled or leaked from the recycling system or the washout area would flow to the detention pond and ultimately be discharged to the surface. Wastewater Source 3: Wastewater Source 3 includes the aggregate and sand stockpiles. The aggregate stockpile will be wetted using a lawn sprinkler and hose. The sprinkler will be rotated around the stockpile during the day to cover all parts of the pile. Wetting the aggregate stockpile is done to produce an evaporative cooling of the stone. The evaporation of the water during this sprinkling process reduces the volume of water that ultimately flows away from the stockpile. Wetting is not used on the sand stockpile. Per DOT specifications both the aggregate and sand are washed prior to being delivered to the site, reducing the potential fines in stormwater runoff from the area covered by the stockpiles. Wetting of the aggregate stockpile will be conducted up to 24 hours per day when the plant is operating. The wastewater from the aggregate stockpile will consist of water from the wetting of the stone and stormwater that falls on the pile. Wastewater from the sand stockpile will consist of only stormwater that falls on the pile. Stormwater and wastewater from both stockpiles will flow to the detention pond and ultimately be discharged to the surface.
