This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that NCG 140000 contains effluent limitations for process wastewater discharges (see Part IV, Section D). Wastewater discharges must meet the requirements of these effluent limitations. An erceedence of any of these limitations is a violation of permit conditions. Please note that groundwater standards in 15A NCAC 02L and 02T regulations must also be met for recycle systems or any discharges to groundwater. Please note that this COC does not cover discharges from the irrigation of raw material stockpiles, a wastewater, from this site. This condition is a result of the information presented in your application. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local governmental permit that may be required. Have you contacted the Aquifer Protection Section regarding this? I'm also sending you separately a hardcopy of the full-size plans. We have received an application for coverage of a new readymix facility under NCG 14 from 158 Intercraft Drive, LLC (blue dot readi-mix). The facility drains to an UT to Fourth Creek (class C) in Statesville (Iredell County). They have vehicle maintenance, but no haz. waste. They state in the NOI that they will have a closed -loop recycle system that meets the 02T .1000 rules (I need to confirm that they have contacted the Aquifer Protection Section about this). Also, the NOI states sw discharges only, but the plans show the aggregate pile wetting draining to the detention basin and discharging (I will be contacting them to verify).
