We sincerely apologize for this oversight. In accordance with your application for a discharge permit received on August 26, 2008, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —NPDES general permit.. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land Resources may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Energy, Mineral and Land Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required. Please note that the detention basin is designed to hold the runoff from the 1" rainfall and discharge it over a 72-hour period per 15A NCAC 02H.1000. The 10-yr design storm is 7.0 inches with a peak discharge of 17.6 cfs through the primary outlet device. The basin has a surface area of 7500 sf at the permanent pool. With a contributing drainage area of 146,362 sf at 40% impervious, this provides a TSS removal efficiency of >85% per Table 10- 2 in the NCDENR Stormwater BMP Manual. The site plans were previously approved by NCDWQ in April 2007 in accordance with coastal stormwater management rules in effect at the time. Grantsboro, NC Background The existing concrete batch plant is located at 622 New Ditch Road in Grantsboro, Pamlico County, NC and is situated on the east site of New Ditch Road. The 3.36 acre site was constructed in 2007. Stormwater management facilities were constructed at the time per state requirements. The property is generally flat with only gentle slope constructed when the site was developed. Approximately 55% of property is gravel traffic areas and 7% is impermeable (buildings, concrete, etc.). 0 Existing Stormwater Management Facilities Ground slopes designed to direct runoff to the stormwater management facilities, which include a drainage ditch on the south and east property lines that direct runoff to the stormwater retention ponds and a two -basin Retention Pond. Basin 1 has a capacity of 7,952 CF (59,480 gallon) and functions as a forebay. Basin 2 is a 39,152 CF (292,857 gallon) settling basin. A piped outlet structure controls the water elevation and defines the permanent pool. Wastewater Collection Facilities A concrete truck drum wash area is located near the rear (east site) of the property. Drum wash water is collected on the concrete pad and drains directly into Basin 1 (Forebay). It is estimated that a maximum of 25 loads (drum washes) will occur per day, yielding approximately. pw&& 54_L1`81WO gallons of wash wastewater per day. ` Wastewater Control Measures The existing stormwater control facilities were evaluated for their ability to capture suspended solids in the drum wash wastewater. The analysis shows that existing basins will capture 100% of suspended solids. pH control will be required. They continually monitor/test the pH of the influent water and compares it to the PH setting of the control unit. If a change in pH is detected, the controller activates the solenoid valve for the CO2. The pH adjustment chemical is then fed to the return side of the circulation pump until the PH is again at the proper level set at the controller. The 3.36 acre site was constructed in 2007. Stormwater management facilities were constructed at the time per state requirements. The property is generally flat with only gentle slope constructed when the site was developed. Approximately 55% of property is gravel traffic areas and 7% is impermeable (buildings, concrete, etc.). Existing Stormwater Management Facilities Ground slopes designed to direct runoff to the stormwater management facilities, which include a drainage ditch on the south and east property lines that direct runoff to the stormwater retention ponds and a two -basin Retention Pond. Basin 1 has a capacity of 7,952 CF (59,480 gallon) and z �' • �co° functions as a forebay. Basin 2 is a 39,152 CF (292,857 gallon) settling basin. A piped outlet structure controls the water elevation and defines the permanent pool. Wastewater Collection Facilities A concrete truck drum wash area is located near the rear (east site) of the property. If a change in pH is detected, the controller activates the solenoid valve for the CO2.
