State Stormwater Post -Construction Control Requirement has been met by submittal to and approval by the Town of Harrisburg.The site design incorporates a Wet Pond designed in accordance with the NC BMP Manual. See the attached letter of approval from the Town of Harrisburg (Attachment 1). 2. Runoff from wetting of aggregates will flow to the Wet Pond prior to being discharged from the property. The Wet Pond is a prescriptive design provided in the NC BMP Manual. The NC BMP Manual allows a credit of 80% removal of the suspended solids with a Wet Pond. The Wet Pond designed for this site has a surface area to drainage area ratio of 5.38. The Manual requires a surface area to drainage area ratio of 4.5 for a 90% TSS removal for an average depth of 3 feet with 80% impervious surfaces. With a larger surface area to drainage area than required, it is anticipated to have removal efficiencies in excess of 90%. This removal efficiency is based on a Cecil soil type. Cecil soils have a high percentage of fines. 37.6% of a typical Cecil soil passes a 0.063mm (0.0025") sieve. Sand and coarse aggregates for concrete are limited by ASTM C33 to 5% of the material passing a 200 sieve. A 200 sieve has 200 openings per inch. This equates to a 0.005" opening, which is twice the size of the 0.0025" sieve. Typical tests on material that will be utilized at this plant have a lower percent passing the 200 sieve than required by ASTM C33. Sand ranges between 1.8% and 2% passing the 200 sieve. Coarse aggregate is below 1% passing a 200 sieve. The runoff from the aggregate stockpiles will not load the Wet Pond as much as stormwater. The aggregate stockpiles will be wet with city water during the summer months. All aggregates and the city water were tested for Ph level by David Melson (QC — Blue Dot). The results are shown on attachment 2. All materials tested between 7.0 and 7.91. 3. The outfall is labeled on the enclosed drawing. The final contours and flow directions are shown on the enclosed drawing. The only flow from this site that does not pass through the Wet Pond is around the perimeter of the property where slopes were required to bring the site to grade. These perimeter areas will be grassed to minimize erosion, and there is no process water present in these areas. Call if there are any questions or additional information is required. I advised that since the MRO has to send an inspector out before the plant's WW systems can start up anyway (and maybe earlier, if you decide to visit prior to the COC/ATC issuance), it might be a�good chance to survey the situation and see what's going on (even if it is a legitimate "complaint" as is). The consultant (Dwight Kurz, 864-427-5407) explained that Blue Dot's stormwater will discharge up -gradient of their neighbors, so the other guys are probably looking out for what's going to come onto their property, but Mr. Adcock is worried about being associated with bad practices that could be going on downstream. I advised that since the MRO has to send an inspector out before the plant's WW systems can start up anyway (and maybe earlier, if you decide to visit prior to the COC/ATC issuance), it might be a good chance to survey the situation and see what's going on (even if it is a legitimate "complaint" as is). The consultant (Dwight Kurz, 864-427-5407) explained that Blue Dot's stormwater will discharge up -gradient of their neighbors, so the other guys are probably looking out for what's going to come onto their property, but Mr. Adcock is worried.about being associated with bad practices that could be going on downstream. So ... not sure how to handle that, but could you or other MRO staff check it out when you're there? I'm attaching the NOI to this email, and I'll forward you a hard copy of the plans I have, but there is a revision in the works that I'll forward later (should get it this week). The Wet Pond is a prescriptive design provided in the NC BMP Manual. The NC BMP Manual allows a credit of 80% removal of the suspended solids with a Wet Pond, The Wet Pond designed for this site has a surface area to drainage area ratio of 5.38. The Manual requires a surface area to drainage area ratio of 4.5 for a 90% TSS removal for an average depth of 3 feet with 80% impervious surlaces. With a larger surface area to drainage area than required, it is anticipated to have removal efficiencies in excess of 90%. This removal efficiency is based on a Cecil soil type. Cecil soils have a high percentage of fines. 37.6% of a typical Cecil soil passes a 0.063mm (0.0025") sieve. Sand and coarse aggregates for concrete are limited by ASTM C33 to 5% of the material passing a 200 sieve. A 200 sieve has 200 openings per inch. This equates to a 0.005" opening, which is twice the size of the 0.0025" sieve. Typical tests on material that will be utilized at this plant have a lower percent passing the 200 sieve than required by ASTM C33. Sand ranges between 1.8% and 2% passing the 200 sieve. Coarse aggregate is below 1 % passing a 200 sieve. The runoff from the aggregate stockpiles will not load the Wet Pond as much as stormwater. The aggregate stockpiles will be wet with city water during the summer months. All aggregates and the city water were tested for Ph level by David Melson (QC — Blue Dot). The results are shown on attachment 2. All materials tested between 7.0 and 7.91. Ci 3. The outfall is labeled on the enclosed drawing. Storm • Detention Basin Outlet Pipe Gm Narrative for Storm Water and Erosion Control Plan Predeveloped A 3.4 acre parcel of property with approximately 373 feet of frontage on Millbrook Road is proposed to be developed for Ready Mix Concrete Plant. The project will be developed in 2 phases. 'There are no new roads associated with this site development. The predominate soil on the site is an Iredell. A range of slopes that vary from 1.0% to 25% are present on the site. The existing site is covered in a combination of grass and bare soil. Predeveloped peak flow is shown in the table below. There are 2 existing off site drainage areas that are up gradient of this site. One area is 10.94 and drains to an existing 36" diameter culvert on site. The other area is 1.24 acres and drains to an existing catch basin on site_ See the attached Off Site Drainage Diagram. Phase 1 (Drawing C-2.1) Prior to mass grading the following sequence of construction will be followed: 1. Mark Limits of Disturbance 2. Install Construction Entrance 3. Install Slit Fence 4. A Composite Runoff Coefficient reflecting the postdeveloped condition was used to calculate flows and sediment removal. All areas that are not shown as paved will be grassed. Peak Discharge The post developed peak discharge from this property for the 10 year storms has been reduced below pre developed peak discharge. The peak discharges below include the contribution from undisturbed areas that drain through the site.
