This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that this COC does not allow discharge from the irrigation of raw material stockpiles, which is defined as a wastewater, from this site. This stipulation is a result of the information presented in.the application and gathered during technical review of your request for an authorization to construct wastewater treatment system(s) at this plant. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local governmental permit that may be required. An Authorization to Construct treatment facilities has been issued concurrently with this COC. The Asheville Regional Office, telephone number (828) 296-4500, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. SITE DESCRIPTION The site is located on two mostly cleared parcels totaling 10 acres at 608 Old Highway 70 in Swannanoa, North Carolina. The site currently consists of an operating ready -mix concrete plant with associated equipment, buildings, & infrastructure. Site topology is gradually sloping. The site slopes from the east to west. The lowest area is along the western property line. The Swannanoa River, a Class C watercourse, runs along the western property line. An unnamed tributary to the Swannanoa River runs along the northern property line. PURPOSE The purpose is to obtain a NPDES General Discharge Permit NCG 140000 to discharge stormwater and wastewater under the National Pollutant Discharge Elimination System (NPDES) and to obtain an Authorization to Construct (ATC) to implement the necessary infrastructure to comply with NPDES requirements. PROCEDURES The existing site layout and operating configuration was verified through a current site survey conducted by High County Surveyors, Inc. and a visual site inspection. A meeting was conducted on site with the owner and our office. Current site deficiencies were noted. Engineering plans have been prepared to bring current site configuration to NPDES pen -nit compliance. FINDINGS To comply with NPDES requirements, Brooks Engineering Associates, PA (BEA) has provided engineering plans dated November 15, 2007 that depicts the necessary infrastructure required. Effluent limits for the current site configuration can be achieved through a recycle system and a water mass balance. The truck washdown area has been graded to allow all site wastewater to be collected in a single small basin area; all other surface water will bypass the wastewater basin and be treated as stormwater. The stockpile areas are located within an isolated area and consist of material that has already been washed and will not be wetted down. The truck washdown area will collect all material from the truck and drum washdown into a ramped wastewater collection basin that will allow all heavy material and settable solids to settle out. Wastewater will be skimmed from the top and flow into a 3,000 gallon storage tank. Wastewater from the 3,000 gallon tank will be pumped by manual control panel operation to the existing concrete production system. A high water alarm will be installed to warn when the tank reaches 85% capacity. The 3,000 gallon storage tank has been sized from calculations for the 25 year, 24 hour storm event and maximum daily water use classified as wastewater. Calculations have been provided as Attachment "A". From the calculations provided there is a water balance deficit of -98 gallons, therefore all recycle water is used in the manufacture of concrete yielding a 0 discharge of wastewater effluent. All total suspended solids and pH are contained on site and reused for concrete. A Stormwater Pollution Prevention Plan (SPPP) will be written as required by the NPDES permit in concurrence with the proposed plan. Requested clarification and additional information (mostly other details to be denoted on plans). Original Plan Submittal Review • This is an existing site — confirm already operating? When was it built? So will this be an ATO existing treatment, or is the recycle system new? Existing plant the owner recently bought (not sure how old). Already operating, but they are proposing a wash water collection and recycle system. Currently routing wastewater to retention ponds. • No E&SC Plan verification; required? No, less than an acre will be disturbed for this project. • Also, this is in an urbanizing area in Buncombe County — a post -construction stormwater permit from the County (delegated) required if disturbing an acre or more. NIA. • NOI indicates wastewater treatment facilities are not in the 100-year flood plain. However, the plans (p. 2) show the wastewater collection basin within that area. The basin is within the flood plain; a flood gate is planned (see last sheet C2 of plans). Probably won't be closed all the time, but can close gate when large event expected. • Not clear on plans which areas are impervious and which are pervious. Also, no stormwater or wastewater outfalls shown. Will indicate these on plan sheet and submit. Mostly graveled areas (impervious). • There should be a notation on the plans that there are no wetlands if there are none. Incidentally, that will be located within the flood plain (not checked on the NOI, but you'll see it on the plans), but they are proposing a flood gate for protection. Also, the company asserts it will not be wetting down stockpiles, so the COC will exclude that as an authorized WW discharge. Does the Asheville Regional Office have any concerns about issuing this facility a COC for this general permit? It appears pretty straightforward.
