The Post Development Drainage rilap shows Dot-400 with a calculated pervious area of 0.34 acre. This .seems like a lot of pervious area for this drainaf;le area. The vet detention pond should be counted as impervious area. Response: Drainage Area DA-400 is now calculated as having 0.16 acres of pervious area. Previously, the wet detention basin was not counted toward the impervious area, but has been changed to be included as impervious. The area within the 263.50 contour of the wet detention basin has been added as impervious area for the drainage area, which relates to the 10-year storm water surface area. This should be more conservative then only counting the permanent pool surface area. The post -development quantity calculations and wet detention sizing calculations have been updated. The wet detention basin size was increased as necessary. 2. On the Gracling, Drainage. and Utility Plan Sheet (C-3) the drainage into the settlement chamber is not clearly defined Please change the gracling as necessary to clearly show the wastewater and stornnvater flowing into the settlement chrnnber. Response: A spot grade of 266.00' has been located in front of the settlement chamber on the Grading, Drainage, and Utility Plan Sheet (C-3). This should insure that the wastewater and stormwater will flow into the settlement chamber for treatment. 3. The .Stoke's Law calculations seem vague wilh volumes back calculated based on particle removal sire, this is not specific enough. The Stoke's Law calculations have been updated to include both the settlement chamber design for settling particles of 40 microns, and the wet detention pond design of settling 12 microns. The settlement chamber is designed to remove larger particles from the wash down area at 40 microns. The wet detention pond has been designed to remove up to 12 microns, and should remove the cement particles at 15 microns. ❑ � ❑ Kimley-Horn and Associates, Inc. 5. The volume of the settlement chamber is lower than the combined volume from a 10-Year, 24 hour- stornt event and the estimated 2000 gpd ma.virnwn production water flow (2847 cf anticipated volunre of throughput + ntnoff versus a 2700 cf volume in the chamber). The design appears to be for a storm less than the 10- year event, unless the aggregate pit dintensions provide additional volume (approximately 1000 cf). This is not clear in the calculations. The design should be consistent with the narrative. Response: The calculations provided show that the settlement chamber is sized for the combined volume of the 10-year, 24-hour storm event and the estimated 2,000 gpd maximum production water flow. According to the routing _information the 10-year, 24-hour storm event does produces a discharge of 2.426 cfs. However, the 2,000 gpd equals 267 ft'/day and provides a total storage requirement of 2,693 cf. This is less than the 2,700 cf, which the wet detention basin is sized to meet. 6. What amount of solids ►will be allowed to accumulate prior to cleaning? There were no assumptions about solids depth in the design volume calculations, and this depth will affect detention time. Response: An additional foot of depth was added to the bottom of the settlement chamber to accommodate for particle deposition. The additional depth adds approximately 600 cf to the settlement chamber volume. This additional volume will not be accounted for in the calculated volume for the settlement chamber, as this volume will be allowed to fill with deposition and will not be used for treatment. The facility will be required to remove the deposited particles from the settlement chamber once the depositions meets the cleanout elevation marker. So far it seems they've addressed our concerns, so I wanted to go ahead and request RRO input. This plant will discharge stormwater and wastewater (truck washout) to a UT to Marks Creek, C-NSW waters (really a DOT ditch from what I can tell), through a settling chamber arrangement and a wet detention pond. Although Wake County is responsible for the post -construction review of the wet detention stormwater device proposed, it has become wrapped into our NCG14 ATC review because the detention pond will also treat wastewater discharge from truck washout and receive aggregate pile runoff (both wastewaters under the NCG14 permit). The add info. I got last month went through talcs for showing compliance with TSS, pH, and SS limits at the outlet of that pond (by looking at settling in the washout settling pit chambers and in the pond). I'm attaching the NOI to this email and subsequent responses to our add info. requests. I'm also mailing you a hard copy of the plans and excerpt from the talcs (not all the talcs because it was a huge binder of stuff). I included mainly some site maps and the overview of the proposal that I thought would be useful to you. However, if you get it and need to see more, please let me know. Incidentally, included was a confirmation signed by Bob Zarzecki in 2002 that a drainage feature on site was an ephemeral stream not subject to Neuse Riparian Buffer Rules. Those values refer to the (cumulative) percent of particles (mass -based) that are present at that micron size. For example, in Portland Cement, this method estimated 47.2% of the mass is present as particles 12 microns or smaller. That's a sizeable portion of the cement particles that could make it through the pond in this design, so the design calculations should be carried out further (and assumptions stated) to demonstrate there should be no more than 30 mg/1 TSS in the discharge during a 10-yr storm event. If you foresee a problem meeting that, you may need to re-examine what detention time will be needed to meet the 30 mg/1 limit. Also, don't forget the NCG14 permit also imposes a Settleable Solids limit of 5 mi/1. SS is defined as the solids that will settle to the bottom of a cone shaped container in a 60 minute period. You'll need to look at the settling velocity of the particles that make it through and see if the amount that will settle to achieve 5 ml/1 concentration or less. .(It's most straightforward when the treatment system has removed all the particle sizes that would have settled within an hour because you can predict 0 ml/1).
