Director Division of Water Quality Subject: NPDES Stormwater General Permit NCG 140000 Application Putney Concrete Application Return (Return 91134) Halifax County On November 29, 2006, the Division of Water Quality received your Notice of Intent (NOI) requesting coverage and an Authorization to Construct (ATC) under general stormwater and wastewater permit NCG 140000. After preliminary review, the Stormwater Permitting Unit (SPU) has determined the submitted materials are insufficient for us to continue processing this application. A summary of items is included below to help you address deficiencies so that you can resubmit the application. 1. Plans and Specifications: These must be prepared either by a Professional Engineer or employee infernal to the company that is qualified to perform such work in accordance with G.S. 89C-25(7). No information was provided about who prepared the specification figures and calculations, and the site plan was prepared by an external consultant. This deficiency is the primary basis for the return of this application. 2. Site Map a. The site map did not include finish grade topo lines. While drainage direction of runoff flow is very helpful, topo lines should be present to corroborate this flow. b. The stormwater appears to enter the -Roanoke Rapids municipal separate storm sewer system (MS4). If so, please indicate this in question 8. of the NO1. c. Will stockpiles be irrigated? Please clarify on the map or in the application. d. With the proposed stone berm, how will stormwater be directed to the existing ditch or pipe to Chockoyotte Creek? Please indicate any drop inlets, etc. 3. Design calculations and basis for recycle system a. Volume calculations for the recycle system do not include rainfall on the mixer truck ramp (25' x 10'). It is unclear what the normal operating water depth of the recycle basins will be. While the design storm depth and 1 foot of freeboard are included in the volume calculation for each cell, this volume is not related to how much water is likely to be present at the time of a rainfall. What is the assumed water level under design operating conditions? Also, will sufficient volume be available to maintain freeboard when 1 foot of sediment has accumulated, prior to clean -out? c. If the weir notches are as deep as the "freeboard" available to contain the 25-year storm and extra foot, how will water flow from cell to cell to accomplish the settling needed for recycling under normal operating conditions? (In Figure 2, the design appears to route water from cell #1 to the back of the third cell where it can be pumped out.) Please clarify the weir placement if this interpretation is incorrect. d. The detention tirne in cell #3 is based simply on a pumping rate and amount of water a mixer truck uses. This calculation does show how long it takes the water to flow through the system of cells (i.e., the total amount of time particulates have to settle), and it is not clear how this time is relevant to the design of this recycle system. e. There is no water balance calculation provided for the recycle system. Is "Typical Daily Water Usage" the amount that will be permanently drawn out of the system by trucks when mixing the concrete (i.e., the output), or the amount trucks use for drum washout and dispense into the system (i.e., input and output, if rinse water comes from the recycle system)? A water balance should show all Inputs - Outputs = No Accumulation. In addition, please note that the front page of the NOI explains ATC requests must be submitted at least 90 days prior to'construction. Your application indicated the anticipated operation begin date was only 30 days after submission. Because the recycle system triggers the ATC requirement, please factor in this timeframe for any future submittals. The return of this application does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local goveniniental permit or approval that may be required. Rather than ask them to send in a withdrawl request in writing (I'm not sure they would do it) which is our usual procedure, I think I'll treat this as a "return", and return it to them based on the extremely insufficient submittals to date, and the protracted time frame since their initial, insufficient submittal. So, I could return their N01 and end the processing of their permit. They would then have to re -submit with an additional submital fee once they get all their ducks in a row. But, it probably will waste less time and money if I just hold open their application until they resubmit with the proper information. I'll chek in with you before further action on the permit. As of now, I am continuing the HOLD on processing their- stormwatcr permit application.
