Director Division of Water Quality Discussion Myrl and I visited 5 sites yesterday that are permitted, or seeking permits under the NPDES stormwater program. 1. PLT, Selma. This ready -mixed concrete facility has an NOI pending on KBP's desk. The designer included infiltration as a key component of the design. KBP was interested in whether the already existing infiltration basin was effectively infiltrating the waters from the site. Some moderate amount of rain had fallen on Saturday night and Sunday prior to our visit on Monday. I hoped to see a dry pond, or a relatively little bit of water in the basin. In fact, the whole bottom of the basin was covered with 12' - 18" of water, as estimated by Rick Proctor, owner. In response to my misgivings about the design basis (infiltration) brought on by the presence of water, Rick agreed to measure the loss of water (if any) over the next several days and report that to Ken Pickle. We were unclear on the report time, but my impression was that Rick would report on Friday of the same week, or on Monday of the following week. PLT has another ATC/NOI being processed based on the infiltration design concept. My approval of such a design concept will be influenced by the performance of the Selma facility. 2. Atlantic Scrap, Benson(?). Myrl made a brief inspection in response to a fire over the weekend. I was unclear on whether the facility had a point source discharge, whether a stormwater permit was required, and where to take a sample. No action for KBP. 3. Heritage Concrete, Sanford. A ready -mixed concrete site considering upgrading the treatment of wastewater. Myrl wanted us to stop by and talk with them about the requirements for an ATC for the new construction. Here's where I first realized that perhaps portions of the regulated industry did not understand what we mean when we say we want "engineered" drawings. Some, apparently, have not understood our demand for an engineered design as a demand for an accounting of the waters generated on the site. 4. Saiden Technologies, Sanford. An adhesives manufacturer. Discovered a milky emulsion in the drainage feature at the back of the facility. Unknown material. Plant manager could not offer an explanation of the cause or even what the material' was. Myri to follow up with continuing contact with the facility. 5. Lane Construction, Tryon Road and US1, Raleigh, A batch concrete site for road construction. Inspected the two new settling pits for the pavement sawing operation wastewater. The small basin was full of solids. The large basin had a pump suction hose dropped in it and a sediment filter bag in place. The original system seemed choked with solids for most of the settling volume. There was a mystery pump line that appeared to go under the highway from the first small settling pit where the truck wash out first begins treatment. FAX TRANSMISSION Please find enclosed the engineers certification of our Model 5000S pH Monitoring and Control System_ Please note that we no longer use sulfuric acid to neutralize the high pH process water. We now only use CO2 (gas) to control the pH_ We found that CO2 is much less expensive and safer_ Plus it is much easier to obtain in mini -bulk quantities The certification states that the system is manufactured by Coastal Carolina Supply. Fortrans now manufactures the systems at our facility in Wendell, NC. I have enclosed one of our technical data sheets as well as pictures of typical installations. SCOPE OF WORK Duringtheweek of August 11, 2003, G.C. Environmental, Inc., witnessed the Operartionoi'thc Model 5000-S self-contained pH Monitoring and Control System at a Itcdi-mix plant lc)cated in Dunham, NC. During the two (2) day test program, measurements were made within the; facilitiesS stormwaiter/rinsc water sedimentation basin for pl-1, temperature and depth (both supernatc and sludge). During the first day oftGsting, the basin was round to be heavily loadedwith solids and adjustrrrents were made to the solids blanket to complete; testing the following day. TEST MFT140DOLOGY A primary sedimentation basin located at a Redi-mix concrete plant located in Durham, NC: wa,s treated utilizing the Model 5000-S pH Monitor and Control System. During the test program, the basin was, on a semi -continuous basis, being fed rinsc water from the exterior cleaning cal" cernent trucks, Measurements for pl-1, temperature, supernatc and sludge: blankets wcre made within the sedimentation basin, Initial pH measurements showed pl-I levels eel* at least 1?.0 units, 'I"hc sedimentation basin was rectangular in shape with concrete wells and bottom. The basin ratng.e:d in depth of I" at the inlet to approximately Tat the deepest point. Sludge measurements within the basin showed that at least 2/3 of the basins depth was comprised 01*NIudgc .`end the rcmatiirider supernzrte. The Model 5000-S pli Monitor and Control Systern was set up at the rectangular sedimentation basin with the intake and discharge hoses situated at opposite ends ol" the basin, Both the intake: and discharge lines were set at depths within the supernate layer ol'the basin. A clockwise flaw pattern was established once the unit began operation and pl-I and temperature; rrlea%rements were made at several locations throughout the supernate layer- oft lie sedimentation burin. Approximately eighteen (18) pi -I and temperature measurements were collected with a mean pH value of 8...5.6. and mean temperature values of 30,94 OC. The acid 25% H.,SO, is injected into the pump discharge line which empties into the sedimcntation basin. Sulfuric acid is delivered to the system by 15 gallon carbuoys located out.side of the fiberglass weatherproof enclosure which houses all ol'the a fbrCfTiCntloned CCluipment. 0n top of the enclosed is an alarm light which is tied into the pH meter which is activated when pl I levels exceed 3,5 pH units or are below 6.0 units. FOR TRANS pH CONTROL SYSTEMS FORTRANS pH CONTROL SYSTEMS are completely automatic. They continually monitor/test the pH of the influent water and compares it to the PH setting of the control unit. If a change in pH is detected, the controller activates the solenoid valve for the CO2. The pH adjustment chemical is then fed to the return side of the circulation pump until the PH is again at the proper level set at the controller. The unit will continuously circulate the water until a change in pH is detected and the treatment cycle begins once again. The unit also features a digital PH meter connected to a probe in the sample cell to ensure unit is functioning properly and that the correct pH level is maintained. The pH CONTROL SYSTEMS are designed to treat and maintain a specified pH level in a body of water usually 100,000 gallons or less to allow the permitted discharge of treated water to the environment. Permits must be obtained from the local governing agency to allow any discharge to the environment. Treated water may be used for wetting of rock and/or dust control to aid compliance with stormwater run off regulations. Treated water may also be used in water recycling systems. These systems offers precise monitoring and control of the pH in settling basins, lagoons and other outfall containment devices. -The pH CONTROL SYSTEMS will treat up to 57 gallons per minute - max 20' head pressure. Unique water circulation design eliminates the need for separate neutralization tank. •1.5" quick connect fittings on inlet and return for easy hook-up. The standard unit is equipped with 2-30'sections of 1.5" flexible hose with quick connect fittings. Inlet and outlet fittings at the basin or lagoon are per our specifications. -Unit is shipped completely assembled. The chemical controller is preprogrammed to maintain a PH of 7.5. The system is configured for carbon dioxide gas operation. The Model 5000-SK Skid Mounted pH Control System contains all of the instrumentation and components of the regular Model 5000-S System and is shipped on a 44"x47" plastic skid with a durable solid plastic surface. The Control Panel is provided loose with all components installed.and is designed to be attached to an interior wall of the control building. The tubing to the sample cell and from the CO2 solenoid valve to the Sparger stone feed assembly must be inserted after receipt of the unit. The system features a 115V-30Amp Breaker Box and two GFCI receptacles.
