An abandoned golf course existed on the parcels to the east, which have now been graded and infrastructure constructed. Specifically, Impacts 1, 3, 4, 5, 6, 7, 8, 9, and10 all been completed (see attached exhibit), and Impact 11 was omitted. There were three large jurisdictional ponds, two have since been drained, as well as streams and wetlands throughout the property. The general land use in the vicinity of the project is residential. 4b. Since that time, the pond was drained, footprint of wetlands re -verified by USACE, and there are currently no proposed impacts (wetland/open water) at Impact #11. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: This is a modification request of a previously authorized project. Only one impact area is requesting a modification, Impact #12, and Impact #2 has not been completed (i.e. constructed) to date. Impacts 1, 3, 4, 5, 6, 7, 8, 9, and 10 have been completed (see attached exhibit). Impact #11 (i.e. open water) was omitted because pond 2 was drained and the wetlands that remained within the foot of the pond were not impacted. The modification of Impact #12 is necessary because pond 1 was drained and it was necessary to re-route the sanitary sewer off of the dam of pond 3. As a result of the sanitary sewer re-routing, the wetland impacts increased in this area however were minimized by shifting the sanitary sewer to the north to maximum extent practicable. Compensatory mitigation is proposed for this increased impact area. Impact area #2 has not changed. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Contractor will follow the following construction sequence: Contractor shall install erosion & sedimentation control measures including, but not limited to, construction entrances, silUtree protection fence, diversions/check dams, and sediment basins/traps in accordance with requirements set forth in the Wake County Land Disturbing Permit. Contractor shall notify the Tom of Fuquay Varina Public Works 48-hours in advance of start of work during a period of time with no rain in the forecast. Prior to start of work, contractor shall have all materials and equipment on -site. For utility crossings with casings, the carrier pipe shall be installed within the casing pipe prior to any open cut activities. Contractor shall install a temporary coffer dam on the upstream side of the proposed crossing to pump water around the open cut area to the downstream side. Contractor may also install a temporary diversion channel lined with plastic to allow the stream to bypass the open cut area. Contractor shall place the culvert or utility casing with carrier pipe at elevations shown on the approved plans and backfill in accordance with Town of Fuquay Varina specifications. Contractor shall restore channel and stabilize any disturbance within 24-hours of start of work. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. The Hidden Valley project is a residential development. Additionally, the project is located within Fuquay-Varina jurisdiction, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
