In accordance with your application for a discharge permit received on September 25, 2009, we
are forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection Agency dated October 15, 2007 (or as subsequently amended).
- Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
Per the requirements of the Tar -Pamlico Riparian Buffer Rule, all stormwater drainage to stream
buffers, from portions of this site that have been constructed after January 1, 2000, must be discharged
through a correctly designed level spreader or another device that meets diffuse flow requirements per
15A NCAC 25 .0259. Diffuse flow requirements are described in Chapter 8 of the North Carolina
Stormwater BMP Manual, available at: http://h2o.enr.state.nc.us/su/bmi)forms.htm.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal
Area Management Act or any other federal or local governmental permit that may be required.

standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

to receiving waters designated as Tranters Creek, a class C; Sw; NSW water in the Tar -Pamlico
River Basin, in accordance with the effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III, IV, V, and VI of General Permit No. NCG130000 as
attached.
This certificate of coverage shall become effective October 30, 2009.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

WaRQ visited the site on 10/19/09 and agrees with the draft permit for the NCG130000 as presented. Photos were taken
of the present operation and I look forward to seeing the facility over time as the benefits of the program cause
improvements to the processes and therefore improve water quality.

I am processing the application for this facility. Any reasons not to issue this permit? I have not found any problems .
FYI, we have been permitting transfers stations with recycling activities under NCG13 lately. They don't entirely fit in the
category of non-metal scrap recyclers but it is the closest we can do without an individual permit. Please let me know
within 30 days if you can, Thanks.

2.0. SYSTEMS PLANNING
The intent of this section is to describe a process whereby there is a consistentapplication of the
aquatic HQR guidance in Systems PI_annini�.
2.1 Process for Avoidance and Minimization of Aquatic HORS in Systems Planning
Systems Planning identifies and prioritizes_ transportation needs on statewide and local levels. As
a part of this process, available landscape -scale GIS data will be used to identify acluatic H R
constraints to transportation plan development. The aquatic HOR Avoidance and Minimization
in Systems Planning flowchart Table 2-I and the Systems Planniniz Avoidance and
Minimization Process Map (Table 2-2) have been developed to describe the process for the use
of the aquatic HQR guidance in Systems Planning and identity specific inputs. outputs and
responsibilities at specific steps in the planning process.
Table 2-1 is a flowchart that describes a step-by-step decision -making process incorporating, the
aquatic HQR guidance into the Systems Planning process. Table 2-2 shows specific steps,
inputs, outputs, and responsibilities. The decision and action points numbered in Table 2-1
correspond to the numbered steps in Table 2-2.
The following guidelines for the phasing in of the acluatic HQR guidance into the Systems
Planning process have been developed.
1. If the Transportation Plan for a project has already been recommended to a Policy Board,
then the use of the a uatic H R Guidance procedures by Systems Planning will not be
required. "Policy_ Board" is defined as a City Council, County Commission or
Metropolitan Planning_ Organization or Transportation Advisory Committee.
2. If the Transportation Plan has NOT been recommended to a Policy Board_, then Systems
Planning will implement the aquatic HQR Guidance document.
