On behalf of South Wake MSW Landfill (SWLFI, Smith Gardner, Inc. (S+G) 11 sr��,5this required
Tier 2 monitoring. The SWLF facility is located in Wake County, North Carolina. acility is
currently permitted discharge stormwater related to landfilling activities under Certificate of Coverage
NCG120080, General Permit NCG120000.
The facility is required to monitor discharge at the Stormwater Discharge Outfalls (SDOs) 1, 4, and 6.
The site is.currently in Tier 2 status at SDO-1(fecal coliform) and SDO-4 for total suspended solids
{TSSI. No discharge occurred at SDO-1 during the month. Tier 2 sampling will continue at SDO-1.
Sample results at SDO-4 were below the benchmark value for TSS for the third consecutive month;
therefore Tier 2 testing is no longer required at SDO-4. Biannual sampling at SDO-4 will resume
during the second half of 2019.

s Process wastewater discharges shall only be monitored for TPH when commingled with stormwater discharges from VMA areas. TPH does not have a limit for wastewater,
but instead is subject to benchmarks and provisions of Part IV, Section A, including the Tiered Response Action.
Flow rate can be measured continuously or calculated. Flow limits for wastewater discharges to HQW waters shalt be set to 50% of the Summer 70.10 Flow as per 15A
NCAC 0213.0224. Permittees who discharge wastewater to HQW waters shall obtain a Summer 7Q10 flow and report this information to DWQ. If the permittee cannot
obtain a Summer 7Q10 flow for the receiving waters at the discharge location, the permittee shall notify DWQ, and the DWQ Regional Office may require an annual flow
report on a case -by -case basis.

On behalf of South Wake MSW Landfill (SWLF1, Smith Gardner, Inc. (S+G1 is submitting this semi-
annual discharge monitoring report (DMR) for the first semiannual monitoring event for 2019 as well
as the required Tier 2 monitoring. The SWLF facility is located in Wake County, North Carolina. The
facility is currently permitted discharge stormwater related to landfilling activities under Certificate of
Coverage NC6120080, General Permit NCG120000.
The facility is required to monitor discharge at the Stormwater Discharge Outfalls (SDOs) 1, 4, and 6.
The site is currently in Tier 2 status at SDO-1(fecal colifom) and SDO-4 for total suspended solids
(TSS). Sample results indicated SDO-1 and SDO-4 during March were below their respective
benchmark values. Tier 2 sampling will continue until two more samples at each outfall are below
their benchmark values.
The first semiannual sample was collected at SDO-6, which had its first benchmark exceedance for
chemical oxygen demand during the period. A second semiannual sample will be collected during the
second half of 2019.

On behalf of South Wake MSW Landfill (SWLF), Smith Gardner, Inc. (S+GI is submitting this Semi-
annual discharge monitoring report (DMRI for the second semiannual monitoring event for 2018 as
well as the required Fier 2 monitoring. The SWLF facility is located in Wake County, North Carolina.
The facility is currently permitted discharge stormwater related to landfilling activities under
Certificate of Coverage NCG120080, General Permit NCG120000.
The facility is required to monitor discharge at the Stormwater Discharge Outfalls (SDOs) 1, 4, and 6.
The site is currently in Tier 2 status at SDO 1(fecal colifoml, but due to personnel changes at the
facility, samples were not collected from July to December. Fecal coliform was not analyzed for
samples collected during this reporting period. Additionally SDO-4 entered Tier 2 status for total
suspended solids (TSS) in December. S+G is working with site personnel to ensure that samples are
collected at the required frequency until three (31 consecutive sample results at S001 and SDO-4 are
below the benchmark values. We are providing two (2) copies of the DMR report for this submittal.

On behalf of South Wake MSW Landfill [SWLF) Smith Gardner, Inc. (S+G) is submitting this semi-
annual discharge monitoring report (DMR) for the first semi-annual event for 2018, as well as the
required Tier 2 monitoring.. The SWLF facility (located in Apex, Wake County) is currently permitted
(under Certificate of Coverage NCG120080, General Permit NCG1200001 to discharge stormwater at
eight (8) outfall locations. As you are aware, the Request for Representative Outfall Status was
granted to SWLF by the North Carolina Department of Environmental Quality (NCDEQ), Division of
Energy, Mineral and Land Resources (DEMLR). Currently, the facility is required to monitor discharge
at the Stormwater Discharge Outfalls (SDOs) 1, 4, and 6. SOO Qualitative monitoring has continued at
all eight (8) outfalls every 7 days and/or after a 0.5 inch rain event.
The site is currently in Tier 2 status at SOO 1 [Fecal) and, as required by the permit, monthly analytical
and qualitative monitoring of SOO 1 discharge will be conducted until three [3) consecutive sample
results are below the benchmark values. No sampleable discharge events occurred during the
January — May 2017 period at SDO-1 or SDO-6.

On behalf of South Wake MSW Landfill (SWLFI Smith Gardner, Inc. IS+G) is submitting this semi-
annual discharge monitoring report IDMRI for the second semi-annual event for 2017. as well as the
required Tier 2 monitoring. The SWLF facility (located in Apex, Wake County) is currently permitted
(under Certificate of Coverage NCG120080, General Permit NCG1200001 to discharge stormwater at
eight 18) outfall locations. As you are aware, the Request for Representative Outfall Status was
granted to SWLF by the North Carolina Department of Environmental Quality (NCDEQ), Division of
Energy, Mineral and Land Resources (DEMLR). Currently, the facility is required to monitor discharge
at the Stormwater Discharge OUtfalls (SDOs) 1, 4, and 6. SDO Qualitative monitoring has continued at
all eight (81 outfalls every 7 days and/or after a 0.5 inch rain event.
The site is currentty in Tier 2 status at SDO 1 [Fecal) and, as required by the permit, monthly anatyticat
and qualitative monitoring of SDO 1 discharge will be conducted until three (3) consecutive sample
results are below the benchmark values.

On behalf of South Wake MSW Landfill (SWLF1 Smith Gardner, Inc. 1S+G1 is submitting this semi-
annual discharge monitoring report (DMR) for the first semi-annual event for 2017, as we€€ as the
required Tier 2 monitoring. The SWLF facility (located in Apex, Wake County) is currently permitted
(under Certificate of Coverage NCG120080, General Permit NCG120000) to discharge stormwater at
eight (8) outfall locations. As you are aware, the Request for Representative Outfall Status was
granted to SWLF by the North Carolina Department of Environmental Quality (NCDEQ), Division of
Energy, Mineral and Land Resources (DEMLRI. Currently, the facility is required to monitor discharge
at the Stormwater Discharge Outfalls (SDOs) 1, 4, and 6. SOO Qualitative monitoring has continued at
all eight 18) outfalls every 7 days and/or after a 0.5 inch rain event.
The site is currently in Tier 2 status at SOO 1(Fecall and, as required by the permit, monthly analytical
and qualitative monitoring of SOO 1 discharge will be conducted until three (3) consecutive sample
results are below the benchmark values. No sampleable discharge events occurred during the
January 2017 period.

On behalf of South Wake MSW Landfill (SWLFI, Smith Gardner, Inc. (S+GI is submitting this required
Tier 2 monitoring. The SWLF facility is located in Wake County, North Carolina. The facility is
currently permitted discharge stormwater related to landfilling activities under Certificate of Coverage
NCG120080, General Permit NCG120000.
The facility is required to monitor discharge at the Stormwater Discharge Outfalls (SDOsl 1, 4, and 6.
The site is currently in Tier 2 status at SDO-1(fecal colifoml and SDO-4 for total suspended solids
(TSS). Sample results indicated SDO-4 was below its benchmark value for TSS for a second
consecutive month. No discharge occurred at SDO-1 during the month.

annual discharge monitoring report (DMRI for the second semi-annual event for 2016, as well as the
required Tier 2 monitoring. The SWLF facility (located in Apex, Wake County) is currently permitted
(under Certificate of Coverage NCG120080, General Permit NCG1200001 to discharge stormwater at
eight (8) outfall locations. As you are aware, the Request for Representative Outfall Status was
granted to SWLF by the North Carolina Department of Environmental duality (NCDEQI, Division of
Energy, Mineral and Land Resources (DEMLRI. Currently, the facility is required to monitor discharge
at the Stormwater Discharge Outfalls 1SDOs1 1, 4, and 6. SDO Qualitative monitoring has continued at
all eight 181 outfalls every 7 days and/or after a 0.5 inch rain event.
The site is currently in Tier 2 status at SDO 1(Fecal) and, as required by the permit, monthly analytical
and qualitative monitoring of SDO 1 discharge will be conducted until three f3) consecutive sample
results are below the benchmark values. No sampleable discharge events occurred during the July -
December 2016 period.

On behalf of South Wake MSW Landfill (SWLF) Smith Gardner, Inc. (S+G) is pleased to submit
this semi-annual discharge monitoring report (DMR) for the first semi-annual event for 2014.
The SWLF facility (located in Apex, Wake County) is currently permitted (under Certificate of
Coverage NCG120080, General Permit NCG120000) to discharge stormwater at eight (8)
outfall locations. As you are aware, the Request for Representative Outfall Status was
granted to SWLF by the North Carolina Department of Environment and Natural Resources
(NCDENR), Division of Water Quality (DWO). Currently, the facility is required to monitor
discharge at the Outfalls No. 1, 4, and 6. Stormwater Discharge Outfatl (SDO) Qualitative
monitoring has continued at all eight (8) outfalls every 7 days and/or after a 0.5 inch rain
event.
No discharge was reported for all outfalls: Outfalls No. 1, 4 and 6 during the sample period,
as summarized in Table 1.

SWLF facility (located in Apex. Wake County) is currently permitted (under Certificate of Coverage
NCG120080, General Permit NCG1200001 to discharge stormwater at eight (8) outfaR locations. As you
are aware, the Request for Representative Outfall Status was granted to SWLF by the North Carolina
Department of Environmental Quality (NCDEQI, Division of Energy, Mineral and Land Resources
(DEMLR). Currently, the facility is required to monitor discharge at the Outfalls No. 1, 4, and 6.
Stormwater Discharge Outfall (SDO) Qualitative monitoring has continued at all eight 18) outfalls every
7 days and/or after a 0.5 inch rain event.
For this submittal we are providing you with two (21 copies of the DMR report.
As required by the permit, analytical and qualitative monitoring of the discharge will continue. The
first semi-annual discharge sampling event for 2016 will be performed on or before June 30, 2016.
