This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (COC) • A copy of General Permit NCG120000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (http://portal.ncdenr.org/web/wq/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. "i John Roberson ` December 4, 2012 Page 2 of 2 Some of the changes include: • Part II: • Section A: The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated to the most current language of our permits. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/I for HOW, ORW, RNA and Tr Waters applies to these more sensitive waters. • Sections B, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. Slope or ditch application may require artificial support such as straw, or wood fiber mulch to reduce down slope movement. Areas of high water velocity will require benching or tier structuring to reduce velocity. Sheet flow applications are best. APS Silt Stop Powder may be mixed with dry silica sand to aid in spreading. Ratios of sand to powder will vary in accordance with the type of spreading device used. Liquid Form - APS Silt Stop Powder may be applied with hydroseeders,'water trucks or other spraying devices. All spraying devices must have a mechanical agitator or mixing apparatus or hydraulic recirculation. Caution -Do Not mix powder into a spraying device that does not contain a mixing apparatus. Mixing - Sprinkle powder into the water with the mixing apparatus operating as the last material to be added to the mix. Three to Five minutes of mixing will be required after the powder is sprinkled into the water. ADD THE POWDER SLOWLY -adding the powder to fast will result in clumping resulting in poor performance. Longer mixing times will create high viscosity solutions possibly causing some types of spray equipment to undergo cavitation. Materials 1. No PAM shall be used until the manufacturer can supply proof of passing results from nc dwq whole effluent toxicity testing for multi-dilutional chronic ceriodaphnia test. 2. All PAM products shall be compliant with ansilnsf standard 60 drinking water treatment chemical additives. 3. All PAM products shall be anionic or neutrally charged and meet acrylamide monomer limits of <0.05% 4. PAM products shall have a charge density of 10 to 55% by weight. 5. Soil samples shall be obtained and tested to verify that the appropriate PAM is being used. 6. PAM shall be supplied as powder, liquid, granules, or as a semi -solid block. 7. PAM supplied as a semi -solid block shall contain a biodegradable coir matrix (skeleton) and include a suitable mechanism for securely fastening the block in place, such as an extension of jute or coir twine with a minimum tensile strength of 75 lbs. 8. PAM shall be delivered at 40% (maximum) moisture content. 9. PAM shall have a pH of 6-8 at 0.5% solution. Construction 1. Shall not exceed 4 pounds per acre (lbs/ac) per application event. B. Shall not exceed 200 Ibslac per year. C. PAM applied as a liquid shall be thoroughly mixed and liquified. D. Application shall insure uniform coverage to the target area, and applied to minimize drift to non -target areas. 4. Semi -solid blocks ("floc logs"): A. Floc logs shall be installed by suspension in drop -inlets and/or culverts. B. Floc logs shall be installed to minimize exposure to direct sunlight. C. Floc logs shall be installed in locations so that the flowing water will causing mixing and disolution of the PAM. D. Floc logs shall be installed as close to the land disturbance activity as practical, and as far upstream of the sediment colleciton basin and/or trap as practical. E. Floc logs shall be secured with jute or coir twine having a minimum tensile strength of 75 lbs, and tied to a wooden stake (with a minimum of 12-inches embedment) or other suitable anchoring device South Wake Landfill Specifications June 2009 PQLYACRYLAMIDE Page 2 SPECIFICATION: FIBER CHECK DAM Fiber Check Dams (i.e., wattles) are manufactured erosion control devices made of organic or organic and synthetic fibers. They are used in channels in lieu of rock check dams. Materials 1. Fiber check dams (FCD) shall be cylindrical rolls with a minimum (installed) diameter of 9 inches. 2. The internal matrix shall be shall: A. Be 100% organic fibers, with a minimum 30% coconut fiber B. Have a density not less than 2.5 Ibslcubic foot (+/- 10%) and not more than 5 Ibslcubic foot. 3. The outer net shall: A. Be comprised of bristle coir twine, jute, or other 100% biodegradable organic fiber. B. Have a minimum tensile strength of 75 lbs. C. Have openings not less than 1.0 in. X 1.0 in. 4. Stakes and staples: A. Stakes shall be hardwood B. Stakes shall be a minimum of 2 feet long, have a minimum cross section of 2 in. X 2 in. (nominal), with beveled or sharpened ends to facilitate driving. C. ' FCD shall be staked as shown on the detail, with a minimum spacing of 3 feet between stakes. D. Provide staples of No. 8 gauge new steel wire formed into a °U" shape. The size when formed shall be not less that 10 inches long with a throat of not less than 1 inch wide. Longer anchors may be required for loose soils. 5. Polyacrylamide (PAM) (if required) A. Shall conform to the requirements for polyacrylamide in this plan. B. PAM used on wattles shall be powder or granular form. C. No PAM shall be used until the manufacturer can supply proof of passing results from NC DWO whole effluent toxicity testing for multi-dilutional chronic ceriodaphnia test. B. install a minimum of 4 stakes on the downstream side of the wattle, with a minimum spacing of 2 feet between stakes. C. Install a minimum of 2 stakes on the upstream side of the -wattle, with a minimum of 5 feet between stakes on the upstream side. D. Stakes shall be driven into the ground a minimum of 10 inches, and project above the top of wattle no more than 2 inches. 2. Wattle installation A. Install wattles at the location shown on plans B. Wattles shall be installed so that channel flow will not wash around the wattle and/or scour the channel side slopes. C. Wattle sections may be joined as necessary by overlapping the wattles a minimum of six inches, or by securely tieing the netting around the entire circumference of the adjacent wattles and inserting loose 100% coconut coir fibers as filler between the adjacent wattles. D. Wattles may not be joined within 3 feet of the centerline of the channel. 3. Erosion Control Blanket. If the channel design does not include an erosion control blanket (ECB) or turf reinforcement mat, a single -net ECB must be installed for a minimum of 5 feet upstream and a minimum of 5 feet downstream of the wattle. The ECB shall be ECB (mesh) shall consist of an open weave matting made from perpendicular rows of polypropylene photodegradable spun and tape yarns woven into a dimensionally stable matrix. A. The modifications are intended to enhance the efficiency of the existing sedimentation and erosion control features and do not affect the requirements or long-term design features of the Stormwater Plan. Upon final closure of the landfill, the structures and BMPs prescribed by the Stormwater Plan will be implemented. In general, the sediment collection forebay areas are planned to collect sediment from low -flow rain events in a localized area within the basins, and therefore allow easier cleanout. Adding PAM to the storm water is expected to increase the needed frequency for sediment basin clean -out, so making clean -out easier is desirable. On March 14, 2007, the North Carolina Department of Environment and Natural Resources Division of Land Resources (DLR) issued a Letter of Approval for the Sedimentation and Erosion Control Plan for the South Wake Landfil12 prepared by Olver, Inc. (Charlotte, North Carolina) on behalf of Wake County (the permit holder). The sediment collection areas referred to in this correspondence as "forebays" are neither intended nor designed to function as DWo Wet -Pond Vegetated Forebays. 2 When DLR issued the Letter of Approval, -they required six modifications to the Sediment and Erosion Control Plan for the South Wake Landfill. These modifications were included in the revised plan issued by Olver, Inc. dated April 2007. 14 N. The Wake County government has reviewed and approved the proposed enhancements in a letter dated June 91h (attached). WCD requests that the following enhancements be accepted as modifications to the current plan: 1. Polymer Addition to Stormwater. PAM will be introduced to the stormwater runoff in accordance with the manufacturer's instructions and Section 6.8.2 of the most recent version of the North Carolina Erosion and Sediment Control Planning and Design Manual. The specific polymer will be determined based on the most effective performance during bench tests. PAM is proposed to be placed: ❖ on coir wattles to be installed across channels (as fiber check dams); ❖ on selected slopes, either by broadcasting over existing vegetation, or by adding PAM to organic erosion control blankets or similar, manufactured materials; and As floc -logs at the drop inlets and/or culverts that flow directly into the basins. In general, PAM will be added as far upstream from the discharge point as practical to allow the maximum time for blending with the storm water. The exact locations of PAM addition will be determined based on the effectiveness of the treatment in reducing suspended sediments, but the initially planned application areas are shown on Figure 1. The specific PAM chosen for the site will depend on the outcome of bench tests to determine the effectiveness of various polymers. Preliminary tests indicate significant turbidity reductions with PAM products marketed by Applied Polymer Systems as 712 (powder) and 705 (granular), although the specific product used may depending on effectiveness, availability or cost. Similarly, the exact application quantity will be determined in the field, based on observed results. The soil types subjected to runoff may change, due to different soils present in new (previously approved) areas of disturbance, or due to different soil types in stockpiles of soil brought in from off - site. If stockpiled soil types differ from those initially tested, alternative PAM products may be used from time to time. 2. Add a Sediment Collection Forebay to Sediment Pond No. 1. To prevent sediments from accumulating across the entire (approximately 9 acre) sediment pond, a forebay structure is proposed for (permanent) Sediment Pond No, 1. The forebay will be constructed in the southeast portion of Sediment Pond No. 1 (Figure 3). The forebay will be approximately 250 long and 60 feet wide, in the location shown on Figure 4. The forebay will be formed by constructing an embankment within the existing limits of Sediment Pond No. 1. The top of the forebay embankment will be at Elevation 281.4 feet, which is 1-foot lower than the top of the embankment around Sediment Pond No. 1. An approximate section of the sediment collection forebay embankment is shown on Figure 5. A 25-foot wide spillway at Elevation 279 feet will pass flow from the forebay to the John Holley June 9, 2009 Page 3 primary pond. Calculations for the forebay (attached) route both the 10-year and 25-year storm events through the forebay. 3. Modifications to Temporary Sediment Basin A (Stormwater Permit Outfall No. 5). Plunge pool/sediment collection forebay areas (Figure 6) will be constructed at both inflow locations to Basin A to allow sediment to be collected before reaching the skimmer or emergency spillway. Porous baffles will be installed at the plunge pool/sediment collection forebay areas to encourage sediment collection (Figure 6). The areas will be approximately 1,000 square feet and 2 feet deep. Constructing the sediment collection forebays will allow equipment easier access to the basin for sediment removal, facilitate clean -out and enhance the performance of the basin. The location of porous baffles will be modified to promote sediment accumulation in the sediment coliection forebays. The forebays will add a slight increase in storage capacity of the temporary sediment basin, but not sufficient to affect the hydraulic performance of the basin. 4. Excavating a Sediment Collection Forebay for Sediment Pond No. 2. The southern end of permanent Sediment Basin No. 2 (Figure 7) will be excavated by as much as 4 feet (to approximately Elevation 302 feet), and an embankment will be constructed to create a forebay/sediment collection area within the existing basin. The embankment creating the sediment collection forebay (at elevation 304) is approximately 3-feet lower than the principal spillway (Elevation 307 feet). The excavation will yield approximately 240 CY of soil, of which approximately 140 CY will be used for the embankment. Therefore, constructing the forebay will expand the capacity of the basin by approximately 100 CY (or approximately 2500 cubic feet of additional storage capacity). The existing 24" diameter culvert into the basin will be relocated (also shown on Figure 7) so that flow will enter the basin through the forebay. The forebay is expected to decrease any turbidity in.the discharge from the basin and create an easier location for sediment clean -out. 5. Construct a Sediment Collection Forebay in Sediment Basin B. To contain sediment in a localized area, a low dike will be constructed across temporary Sediment Basin B (Figure 8), creating an area approximately 60 feet long by 30 feet wide and 1-foot deep for sediment collection. The top of the dike will be at Elevation 284 feet, approximately 2 feet lower than the perimeter berm for Sediment Basin B. A 10-foot wide vegetated spillway (Figure 9) will allow discharge from the sediment collection forebay into the sediment basin. The soil used for the berm to create the sediment collection forebay will consume some of the available storage volume in the sediment basin; however, the capacity of the sediment basin is approximately 5 times greater than required for the (approximately 1-acre) drainage area. Routing calculations for the basin and forebay are attached. John Holley June 9, 2009 Page 4 6. Substitute Fiber Check Dams (FCD) for Rock Check Dams. Recent studies3 indicate that FCDs can be more effective at removing sediment than rock check dams. WCD is planning to use FCDs on a trial basis to determine their effectiveness at this site. FCDs will be installed across channels so that the top of a downstream check dam will be at the same elevation as the base of the adjacent upstream channel. At this time, WCD does not plan to replace all existing rock check dams with FCDs, but would like the option to use FCDs in future construction and/or maintenance. It is determined that the following outfalls can be representative of other outfalls at this time: 1) Outfalls 1 and 5 must continue to be monitored as required and may be allowed to be representative of outfalls 2, 3 and 4. The effluent of outfall 1 could not be located due to flooding caused by a beaver dam. The flooding will have to be eliminated so that qualitative and analytical monitoring can be conducted at this outfall. 2) Outfall number 9 must continue to be monitored and may be considered representative of outfalls 6, 7, 8, 10 and 11. Outfall 9 pond had a muddy bottom and the creek was muddy at the effluent. Sampling is required at the frequency and for the parameters set forth in the permit for Outfalls 1, 5 and 9. Because topography and activities change in a dynamic landfill situation, the above approval of the representative outfall may be revisited/re-opened by either Division of Water Quality or Wake County. Also, if new outfalls are added or if outfall locations are changed, sampling is required. In addition, after analytical data is obtained from these locations, we may revisit the request for representative outfall status. The active landfill is the primary potential pollutant area as defined by the general permit. The leachate storage tank area functions to collect stormwater that comes into contact with waste prior to discharge to the Town of Holly Springs POTW (Publicly Owned Treatment Works). This storage area includes glass -fused to steel bolted tanks inside a secondary containment. Lastly, vehicle traffic associated with waste disposal, operations, and maintenance are transient across the site. However, the predominant exposure would include operational equipment which is maintained within the active landfill area. As shown in Figure 1, the proposed Outfall No. 1 represents a conservative point for monitoring since it includes all three (3) potential pollutant exposure activities. Proposed Representative Outfall Outfall No. I represents the largest drainage area with the highest potential pollutant exposoure originating from the site. Approximately 41 acres drain into Sediment Basin No. 1 located on the southwest corner of the site. The remaining outfall areas are substantially similar to one another in terms of size and potential pollutant exposure.
