This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, this certificate of coverage shall be final and binding. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Energy, Mineral and land Resources (Division). The Division may require modification or revocation and reissuance of the Certificate of Coverage. There are two large holding ponds as well. The facility is located in an area where several large subdivisions have been permitted and does not only serve the beach population. The WQ0006085 permit covers erosion and runoff from the spray fields so I would assume that the NCG11 would only pertain to the facility itself. If you need info on the facility, 1 would contact AP section staff for more details. I'm pretty sure its ok as is, and so it's signed and ready to go. However; one -slight possibility occurs to me based on two things that caught my eye: I see that Jean reported that the WWTP is an S8R with a spray field. My very-limitedexposure to Sequencing Batch Reactors as a WWT technology in an industrial setting is that they are most suitable for relatively small flows. Still consistent with my relatively small flow expectation, it looks like the sewage is treated by the SBR and then sprayed onto the sandy soils for disposal. A non -discharge WWTP. Both my limited experience with S Rs and the spray field eon.ceat suggest to me that the flows to this wwtp are relatively small. I note that Wikipedia reports a population of 550 souls in OIB. Probably triple during the season i expect. Still however, that is even then a relatively small population, and I wonder how much flow is going to the WWTP. All of this matters (or doesn't matter perhaps) because our NCG11 is only applicable for WWTP with a design capacity of 1 MGD or greater, Do we know if the design capacity of the OIB WWTP is > 1 MGD7 (Unfortunately our NOi does not ask for the design capacity of the WWTP. We need to update our NOl to facilitate this review point.) Vehicle maintenance is not done onsite. There is a generator that is serviced by an outside contractor but they do not use more than 55 gallons of motor/hydraulic oil per month so do not fall under the criteria for analytical monitoring.. The facility also is permitted through DWQRO (permit #WQ0006085) which covers inspections of the' WWTP and spray fields. Let me know if you need more info.
