I know I must be a nuisance over thus- but I am checking in again to see when we can expect the paperwork
to appCy for renewal of our stormwater permit. 2fie expiration date is flay 31, 2013. Our Permit requires
that we submit the appCu:atibn for renewat no Cater than 180 days prior to that date, which would be the end

I spoke with my supervisor about this issue. What needs to happen is for the Town of Cary to submit the rescission
request form for each of the expired permits that you received the letter about being expired. This will get rid of the
duplicate permits. The rescission form can be downloaded here:

It was nice speaking with you also today.
You received the recent letter from DWQ because we are trying to clean up our permits that have been expired, but the
permittee has still been paying the annual fees.
pulled the files for these facilities to look more into this situation. It appears that the original permit COC's for the
South and North facilities (NCG110026 & NCG110027 respectively) were not renewed when they expired in 2008. For
some reason they were both instead issued new COC's (NCG110117 & NCG110116 respectively). During a typical
renewal, the facility keeps the same COC number. That did not happen in this case, which created a situation where
each facility has an expired COC, and an active COC. It also appears the Town of Cary has been paying the annual fees
for both the'expired and active COC's.
Both facilities appear to currently be in compliance with respect to having active permits with fees up to date. I will
need to discuss this with my supervisor and our compliance group on how to remedy this. I will provide you with an
update at that point. It is something that we need to fix on our end. We will most likely just rescind the two expired
permits to remove the duplication. No action on your part is required at this time, and I apologize for the confusion.
also looked into whether you could apply early for the renewal of your active permit that expires in May 2013. Since
we handle the general permit renewals in a batch process, we don't recommend you submitting your renewal early. We
will be sending out the renewal packages about 1 month prior to the renewals being due.

2. According to a fetter received 6y the Town of Cary on Decem6er 8, 2008, the South Cary UAI?F was
granted coverage underStormwater General Permit 9VCG110000 on 12%4%2007. The fetter states that
the DWQ reissued the General Permit and included (with he fetter) an new Certificate of Coverage, a copy of
the new Genera(Pemit, and a copy of the Technica(BufCetin with reporting forms. Pfease see the
attachment.
3. The Certificate of Coverage (NCG 110117) became effective on Decem6er 8, 2008.
4. The GenerarPermit became effective on June 1, 2008,

We discussed the fact that evident y the former (Permit (NCG110026) was never taken out of the system. We
were assigned a new COC number of NCG110117 that is covered under the GeneralTermit YCG110000

Hi Autumn and Judy,
This is just a follow up to my previous email. We've received an NOI from the Town
of Cary for their South water reclamation facility (WRF) in Wake County for coverage
of their water reclamation facility under NCG11 (Sewerage Systems). The site
discharges stormwater into Crabtree Creek (C, NSW). The NOI is attached (under our
contacts for the Raleigh Regional office you are both listed as contacts for Wake
county so I have addressed this to you both).
Does the Raleigh Regional Office have any concerns about issuing this facility a COC
for this general permit, and are there any potential impacts to wetlands? From their
application they already appear to have implemented best management practices for
stormwater and a stormwater pollution prevention plan. They have an NPDES permit: NC
0065102 and a non -discharge permits: WQ0018489 and WQ0000691.
If we don't receive any objections, we'll issue the COC in 30 days.

I have inspected both of these facilities in the past year and have no objections to
issuance of both general permits. They both have fully implemented stormwater
plans. There are no potential impacts to wetlands.

forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated May
9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.
