In accordance with your application for a discharge permit received on February 27, 2015, we
are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state
- NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Energy, Mineral and Land Resources (Division).The Division may require modification or
revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division or permits required by
the Division of Water Resources, Coastal Area Management Act or any other federal, state or local
governmental permit that may be required.

Good morning. Please review the attached NOI application and respond to me with any recommendations to for the
permit. l recognize that you may not visit each new permittee during this NOI review, but it affords you the opportunity
to log the permit into your regional database and add the facility to a future monitoring and compliance visit
schedule. Therefore, your recommendation now to issue the permit serves as your acknowledgement that (1) the
facility is located in your region, (2) that there are no current complaints outstanding about the facility that have not
been dealt with, and (3) that the facility may ultimately be inspected by the regional staff. I've also attached a scanned
copy of the NOI and a location map for your review.

On behalf of Butterball, LLC, I attach a Notice of Intent for coverage under North
Carolina General Permit NCG060000 for 1000 E. Central Avenue, Raeford, North Carolina,
Hoke County. Butterball, LLC has purchased a portion of the referenced facility from House of
Raeford Farms ("HOU").
The facility is currently covered under COC NC00060334. This COC covers both 1000
E. Central Avenue (the Processing Plant) and 520 1-. Central Avenue (the Kill Plant). Butterball
is only purchasing the Processing Plant. The closing for this transaction was completed on
February 19, 2015. Documentation of that purchase is enclosed.

Rick,
I made contact today with Chris Murray who is the Environmental Manager for House of Raeford. He confirmed that the
Kill Plant has ceased operations and asked about rescinding their permit coverage under NCG060334. I will e-mail him a
copy of the Rescission Request Form to be completed and sent to your office. This should simplify things regarding the
two facilities.
As far as the NOI from Butterball for the Further Processing Facility, I recommend we go ahead and issue permit
coverage under COC NCG060360.

Mike,
Sorry I missed your call late yesterday. I will make a note in the file and put a copy of the letter from Butterball in the
Raeford permit file that explains the purchase and separation.
We need to suggest to the House of Raeford, maybe during a site visit, that they need to modify their SWWP to reflect
the split of the operation. Also, it would benefit the House of Raeford to apply for a resection of permit NCG060334 if
they are no longer in operation at the other facility or they could just keep it inactive for the portion that they retain.

Did they provide any information that this facility is currently covered under NCG060334 as part of the House of Raeford
Complex? The House of Raeford had two facilities, a Kill Plant and this Further Processing Facility, that were covered
under one COC. My understanding is that the Kill Plant shut down some time ago and the Further Processing Facility was
recently purchased by Butterball. There shouldn't be an issue with issuing a new COC to Butterball for the Further
Processing Facility, but do we need to somehow modify House of Raeford's COC (NCG060334) to reflect that it only
covers the Kill Plant?

permit. I recognize that you may not visit each new permittee during this NOI review, but it affords you the opportunity
to log the permit into your regional database and add the facility to a future monitoring and compliance visit
schedule. Therefore, your recommendation now to issue the permit serves as your acknowledgement that (1) the
facility is located in your region, (2) that there are no current complaints outstanding about the facility that have not
been dealt with, and (3) that the facility may ultimately be inspected by the regional staff. I've also attached a scanned
copy of the NOI and a location map for your review.

Sorry I missed your call late yesterday. I will make a note in the file and put a copy of the letter from Butterball in the
Raeford permit file that explains the purchase and separation.
We need to suggest to the House of Raeford, maybe during a site visit, that they need to modify their SWWP to reflect
the split of the operation. Also, it would benefit the House of Raeford to apply for a resection of permit NCG060334 if
they are no longer in operation at the other facility or they could just keep it inactive for the portion that they retain.
