Salisbury St. Raleigh, NC 27604 Re: Request for Representative Outfall Status Dear Mr. Parker: The Cabarrus Manufacturing Center, Philip Morris ' USA, Inc. (Cabarrus), respectfully petitioned the Mooresville Regional Office Stormwater Division for representative outfall status for the stormwater outfalls described below. We provided site drawings and reviewed the request at a meeting with Michael Parker at the Mooresville Regional Office on August 10, 2005. Based on the outcome of this meeting, Mr. Parker asked that we now forward our request for representative outfall status to you for final review. Enclosed with this letter, I have included two site drawings that identify the two proposed representative outfalls. These points are highlighting on our property drawings. Cabarrus has eleven regulated stormwater outfalls that currently require. analytical and qualitative monitoring. During our SWP3 review, we determined that many of these outfalls drain substantially similar areas, and the same industrial activities occur in several drainage areas. In particular, we determined that Outfall SWO03 is representative of Outfalls SW001- SW005, and Outfall SWO10 is representative of Outfalls SW008-010. The stormwater discharges in these areas are substantially identical, both in terms_ of source industrial activities and receiving waters. As a result, we respectfully request representative outfall status for these discharge locations. Please let us know if you have any other questions or concerns as well, and we will address those.
