In accordance with your application for a discharge permit received on April 10, 2017, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). We are
also hereby rescinding No -Exposure Certification NCGNE0716 for the subject facility.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy. Mineral and Land Resources, the Coastal Area Management Act, or any other
federal or local government permit that may be required.
Please note that the attached permit expires on October 31, 2017. Your COC will be automatically
renewed to cover the full 5-year term of the soon -to -be reissued permit. In the interim you must abide
by the terms of the expiring permit. You can review the proposed general permit changes once they
are posted at: http://portal.ncdenr.orm/web/lr/public-notices.

Harnsburg
The outfalls from the facility flow generally to the east and west. Flows to the east discharge into Wolf Meadow Branch of
Coddle Creek. Flows to the west discharge into an unnamed branch of Coddle Creels. Coddle Creek is a tributary of the
Rocky River, part of the Yadkin -Pee Dee River drainage basin. Coddle Creek from a point 0.2 miles upstream of NC Highway
73 to the Rocky River is considered impaired with a Fair Bioclassification Rating for Benthos (Nar, AL, FW) and is listed on
the NC 303(d) list of impaired waters.
