The enclosed is representative of the Tier II sampling requirements. The facility entered Tier II sampling for exceeding the zinc permit requirements. Monthly testing began in January 2014. TE continues to implement best management practices throughout the operations. The initial belief was that the zinc contamination was being caused by the galvanized heating equipment on the facility's roof. A contractor was brought in to clean the roof and inspect the piping. The number of visual inspections has been increased of the ground areas; however zinc continues to be above the permitted threshold. The results of research findings and stormwater sampling are recorded in the facility's stormwater pollution prevention plan (SI'PP). The March monthly sampling was recently conducted and we are awaiting the results. If you have any questions or comments, please do not hesitate to contact me at (336) 665-4472, or via email darren.kern a te.com. (See information below.) ©'Yes ❑ No Please verify whether Qualitative Monitoring must be performed during a "representative storm event" or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring'requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event." However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event" is a storm event that results in an actual discharge from the - permitted site outfall. The previous measurable'storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office. Tlie enclosed is representative of the Tier III sampling requirements. The testing results indicates a decrease in zinc concentrations. Grab samples were taken from up, mid and downstream of the outfall. A second sample was obtained oft' ofthe front, parkingklot drainage (see attached). The analytical results were below the reporting limit (0.067 mg/L) for zinc total. Copper results was slightly above the report limit for SDO 41 measuring at 0.010 mg/L. A review of TE's manufacturing process does involve the use of copper in its process. Metals are not being stored outside the facility. There is no evidence that points to a justification of an increase in copper. Per receipt of the North Carolina DENR Division of Water Quality, Winston-Salem regional office letter, TE will discontinue its rnonthly `hier III sampling. The facility will resume with its Period I and 2 sampling effective immediately. Additionally a N.C. No E.vposureApplication Eormi will be submitted within the next 30 days.
