Environmental Protection Agency dated December 6, 1983. During the summer and.fall of this year, NC Department of Transportation has cut a new road along the southern side of the property which has impacted existing stormwater runoff. This facility manufactures and services commercial buses. Typical automotive type fuels, oils, lubricants, and paints are used and stored on -site. Four outfalls (SDO 03, 04 05, and 06) drain from roadways that surround the bus manufacturing and service centers along the south and west side of the facility. Industrial activities surrounding these four stormwater outfalls are identical. The construction of the new road has redirected surface water flow toward a single discharge point for these outfalls. We intend to use this one outfall (new SDO 03) as our new sampling point for stormwater discharge monitoring. The three remaining outfalls will remain the same with the exception of outfall SDO 07 being relabeled as SDO 04. Supporting documentation is attached. We have enclosed an outfall site map, the 2003 stormwater outfall sampling report, the 2003 quantitative outfall inspection reports, and laboratory results. The facility's outfall site map shows the existing outfalls and the proposed new outfalls. Also shown on the outfall map are two additional non -industrial outfalls (#8 and #9). We obtained additional stormwater samples from these two drainage outfalls above the industrial outfalls we normally sample to determine what, if any, additional pollutant load is coming from upstream and commingling with our industrial activity. The lab results indicate all parameters tested (TSS, O&G, total lead) for industrial outfalls SDO # 03, 04, 05, and 06 were found to be below the cut off concentration limits established in the permit for all outfalls sampled. The two non -industrial outfalls (plant entrance drive, SDO 08 and runoff from the highway, SDO 09) showed TSS and lead levels above cut off concentration limits. It is believed that the higher TSS and lead contaminant levels found when sampling at outfalls SDO 08 and 09 are attributed to land grading and wet weather ditch clean -out related to the road 'construction activities adjacent to our site.
