In accordance with your request, Certificate of Coverage Number NCG030352 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit is against federal and state laws and could result in fines. If something changes and your facility would again require Stormwater or wastewater discharge permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper permit coverage. If the facility is in the process of being sold, you will be performing a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. SEMI-ANNUAL STORMWATER ANALYTICAL MONITORING CERTIFICATE OF COVERAGE: NCG030352 (YEAR 5 — PERIOD 1) Dear Director of Environmental Management: Please find enclosed, our completed Stormwater Discharge Outfall (SDO) Monitoring Report, along with laboratory analysis reports for Stormwater samples collected from BlueScope Buildings North America, Inc. as required by our permit. Outfall 01 (determined to be representative) samples were analyzed for total recoverable: lead, copper, zinc, pH, oil & grease, and TSS. These results and total rainfall are included with this report. Per Tier it requirements in the permit, attached is a Monthly report. This analysis report shows a 5" exceedance of the zinc benchmark of 0.067 mg/L. TSS and Copper were within normal limits. Additional sampling indicates that the source of zinc is from the deterioration of the metal roof covering the manufacturing facility. I hereby certify, under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fines and imprisonment for knowing violations. The last storm water sample exceeded the Zinc baseline of 0.067 mg/L and the TSS baseline of 100'mg/L at outfall 1. Per that permit, a stormwater management inspection of the facility is required. Procedure: On December 29, 2016, a storm water sample was collected from outfall 1. The sample was collected in accordance with protocol and shipped to a certified laboratory. An exceedance alert date January 6, 2017 was received indicating that the TSS level exceeded the baseline. A Formal laboratory report was received with a 0.113 mg/L Zinc concentration and a 120 mg1L TSS concentration on January 13, 2017. On January 9, 2017, a Tier 1 investigation for TSS exceedance was started per requirements of the Stormwater General Permit No. NCG030000 as follows: If: The first valid sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall, Then: The permittee shall: 1. Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results. 2. identify and evaluate possible causes of the benchmark value exceedance. 3. Identify potential and select the specific: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, and/or to bring concentrations within the benchmark range. 4. Implement the selected actions within two months of the inspection. 5. Record each instance of a Tier One response in the SPPP. Include the date and value of the benchmar k exceedence, the inspection date, the personnel conducting the inspection, the selected actions, and thedate the selected actions were implemented. A tour the BBNA Laurinburg property was conducted to identify potential sources of TSS. A review of manufacturing process and production that has changed since the last storm water samples were taken. Storage of product and raw material in the yard was reviewed. Non -Hazardous Waste handling methods were also investigated. The January 13 sampling report was a second benchmark exceedance for Zinc. This required the facility to begin monthly sampling per the Tier Two response in Stormwater General Permit No. NCG030000. The monthly sampling will begin February 2017. Findings: ' The following evaluations are reported: 1. Dead vegetative materials along the ditch to outfall 1. 2. No natural filtering in the ditch to the outfall. 3. Storm water samples were collected and analyzed from various potential zinc sources throughout the facility. Zinc concentrations from the roof of Building 1 were 3 times the outfall concentration. Conclusion: Based on this investigation, it is concluded that the most likely source of the Zinc runoff is the metal roofing of the facility structures and not the manufacturing processes. More data is needed to validate that conclusion.' Lack of natural erosion control (dead vegetative growth). Need to evaluate the need for winter cover crop. Continue evaluation of other sources. Recommendations: Based on these findings and conclusions, the following recommendations are considered: 1. Plant winter rye as erosion control. 2. Evaluate the need for additional rip -rap closer to outfall. 3. Identify potential and select the specific: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, and/or to bring concentrations within the benchmark range. 4. Implement the selected actions within two months of the inspection. S. Record each instance of a Tier One response in the SPPP. Include the date and value of the benchmar k exceedence, the inspection date, the personnel conducting the inspection, the selected actions, and thedate the selected actions were implemented. A tour the BBNA Laurinburg property was conducted to identify potential sources of Zinc. A review of manufacturing process and production that has changed since the last storm water samples were taken. Storage of product and raw material in the yard was reviewed. Non -Hazardous Waste handling methods were also investigated. Findings: The following evaluations are reported: 1. Raw materials were studied. The only material stored in the yard is unpainted steel. This material is staged by order between buildings open at one end. The Safety Data Sheet indicated very low concentrations of Zinc in the metal, making it an unlikely source. 2. Dust from welding operations was considered. Zinc is not a desired element in filler wire and again the very low concentration of Zinc in the raw material did not make this a probable source. 3. Paint used to coat the metal has a significant amount of a Zinc compound in it for the pigment. The majority of the product coated at this facility grey containing a Zinc compound. The coating is allowed to dry inside the building before moving to the yard for later shipping. 4. Truss Purlin XT is assembled inside and staged in the yard for shipping. The purlin is a coated galvanized material and then acrylic coated and is stored and assembled inside the building. 5. Waste hopper content was evaluated. A landfill hopper is where waste is placed for weekly pick-up. Included in this general waste is the filters and other coverings from the paint booths. This material is allowed to dry, making it safe for landfilling. Particles of dried paint could break away from the materials and get into the waste -stream. The dumpster is located approximately 100 yards across a paved lot from the outfall sampling point. 6. The roof is made of a galvanized metal. Due to the age of the building, breakdown of the metal is a consideration. Conclusion: Based on this investigation, it is concluded that the most likely source of the Zinc runoff increase is the paint waste and/or the galvanized roof. Best Management Practices need to be implemented to contain paint particles to the dumpster. Continue evaluation of other sources. Recommendations: Based on these findings and conclusions, the following recommendations are considered: 1. Identify and implement BMP for handling disposal of filters and paper overspray protection waste. 2. Evaluate the need for downspout filters on building gutters. 3. Check Zinc at Outfall 1 thirty days from this report. 4. Collect Semi -Annual Runoff Sample in 90 -- 120 from last semi-annual sample (provided a rain -event occurs) 5. REVIEYVED NO YES X WHICH: SWPPP Page 3 of 3 Stormwater Exceedance Tier 1 Plan August 1, 2016 Purpose: In accordance with BlueScope NA Stormwater Pollution Prevention Permit, a Tier 1 response is required for a baseline exceedance. The last storm water sample exceeded the Zinc baseline of 0.067 mg/L at outfall 1. Per that permit, a stormwater management inspection of the facility is required. Procedure: On June 28, 2016, a storm water sample was collected from outfall 1. The sample was collected in accordance with protocol and shipped to a certified laboratory. An exceedance report date July 6, 2016 was received indicating that the Zinc level exceeded the baseline. Formal laboratory report was received with a 0.113 mg/L Zinc concentration on July 18, 2016. On July 7, 2016, a Tier 1 investigation was started per requirements of the Stormwater General Permit No. NCG030000 as follows: If.- The first valid sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall; Then: The permittee shall: 1. Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results. 2. Identify and evaluate possible causes of the benchmark value exceedance. 3. Identify potential and select the specific: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, and/or to bring concentrations within the benchmark range. 4. Implement the selected actions within two months of the inspection. 5. Record each instance of a Tier One response in the 5PPP. Include the date and value of the benchmar k exceedence, the inspection date, the personnel conducting the inspection, the selected actions, and thedate the selected actions were implemented. A tour the BBNA Laurinburg property was conducted to identify potential sources of Zinc. A review of manufacturing process and production that has changed since the last storm water samples were taken. Storage of product and raw material in the yard was reviewed. Non -Hazardous Waste handling methods were also investigated. Findings: The following evaluations are reported: 1. Raw materials were studied. The only material stored in the yard is unpainted steel. This material is staged by order between buildings open at one end. The Safety Data Sheet indicated very low concentrations of Zinc in the metal, making it an unlikely source. 2. Dust from welding operations was considered. Zinc is not a desired element in filler wire and again the very low concentration of Zinc in the raw material did not make this a probable source. 3. Paint used to coat the metal has a significant amount of a Zinc compound in it for the pigment. The majority of the product coated at this facility grey containing a Zinc compound. The coating is allowed to dry inside the building before moving to the yard for later shipping. 4. Truss Puriin XT is assembled inside and staged in the yard for shipping. The purlin is a coated galvanized material and then acrylic coated and is stored and assembled inside the building. 5. Waste hopper content was evaluated. A landfill hopper is where waste is placed for weekly pick-up. Included in this general waste is the filters and other coverings from the paint booths. This material is allowed to dry, making it safe for landfilling. Particles of dried paint could break away from the materials and get into the waste -stream. The dumpster is located approximately 100 yards across a paved lot from the outfall sampling point. 6. The roof is made of a galvanized metal. Due to the age of the building, breakdown of the metal is a consideration. Conclusion: Based on this investigation, it is concluded that the most likely source of the Zinc runoff increase is the paint waste and/or the galvanized roof. Best Management Practices need to be implemented to contain paint particles to the dumpster. Continue evaluation of other sources. Recommendations: Based on these findings and conclusions, the following recommendations are considered: 1. Identify and implement BMP for handling disposal of filters and paper overspray protection waste. 2. Evaluate the need for downspout filters on building gutters. 3. Check Zinc at Outfall 1 thirty days from this report. 4. Collect Semi -Annual Runoff Sample in 90 — 120 from last semi-annual sample (provided a rain -event occurs) 5.
