Please find enclosed a copy of the June 30, 2014 Stormwater Discharge Outfall Monitoring
Report and laboratory analysis for the Honeywell International Inc. facility located in Rocky
Mount, North Carolina. This DMR covers the period from January Ist to June 30th. Previous
samples were not taken per the permit requirements because of a misunderstanding by the lab
and the interim HSE Leader of our requirements and were therefore void per our e-171ails and
phone conversation. I assure you that this misunderstanding will not happen again.
For this sample period, Permit benchmarks for TSS, Lead and Oil and Grease were met;
however, Cu, Zn and pH exceeded or were below benchmarks. As we discussed on the phone,
we are planning to hire an environmental consultant to help us with the Tier I response.

Please find enclosed a copy of the December 31, 2014 Stormwater Discharge Outfall Monitoring
Report and laboratory analysis for the Honeywell International Inc. facility located in Rocky
Mount, North Carolina. This DMR covers the period from July 1st to December 31st. Permit
benchmarks for TSS and Pb were met. Oil and Grease benchmarks were also met; however, they
were collected and analyzed in January 2014 because one of the lab sample containers from the
December i 1'h sample date became damaged during transport to the lab. As we discussed during
our recent phone conversation, Cu, Zn and pH samples were not collected and analyzed because
of a misunderstanding by the lab and the interim HSE Leader of our requirements. Cu, Zn and
pH samples that were collected the previous monitoring period were well below the Benchmarks.
I assure you that this misunderstanding will not happen again.

The purpose of this letter is to inform you that the Division of Energy, Mineral and Land Resources (DEMLR)
is hereby granting your request for regulatory relief at the subject facility in the form of a collapsed Tier Two
- Tier Three response. Upon receipt of this letter, Honeywell International, Inc. may resume semi-annual
analytical monitoring for the remainder of the current permit term. Your current permit is set to expire on
October 31, 2017.
This decision applies only to the copper and zinc benchmarks. A benchmark ezceedance of any other
parameter listed in your permit will trigger the tiered response actions as described in the general
permit. Please keep in mind that benchmark exceedances are not limit violations or violations of permit
conditions; however, you are obligated to follow the tiered response actions outlined in your permit.
The decision to grant your request for relief from Tier Two - Tier Three response was based on a review of
information provided to DEMLR in an email dated October 28, 2014 from Mr. Chuck Hoffman, Project '
Geologist with Mid -Atlantic Associates, Inc and previous discussions with you and Mr. Hoffman concerning
exceedances of the benchmark values for zinc and copper at Outfall No. 1. Information provided included a
narrative description of the actions Honeywell has taken in accordance with Tier One response requirements,
as well as analytical monitoring data collected at five additional on -site locations.
DEMLR is satisfied that Honeywell has responded in accordance with the Tier One requirements and other
conditions of the NCG03000O.General Permit. It is also notable that zinc and copper levels from all sampling
locations, including Outfall No. 1, were below the revised copper and zinc benchmark values that DEMLR
began incorporating into NPDES industrial stormwater permits issued on or after January 1, 2014. For
permits issued on or after January 1, 2014, the benchmark value for zinc is 0.126 mgll and the benchmark
value for copper is 0.010 mgll. These values were revised to be consistent with the most recent EPA National
Recommended Water Quality Criteria (Acute) for dissolved zinc and dissolved copper, then translated to total
recoverable metal values for NPDES permitting purposes. We anticipate incorporating these revised
benchmark values into General Permit NCG030000 upon renewal in 2017.

As part of your request, you offered to continue sampling for all parameters at the additional five on -site
locations on a semi-annual basis during 2015. While this could provide useful information, particularly in the
event that zinc and copper levels exceed our revised benchmarks at Outfall No. 1, you are not required to
sample these additional locations as a condition of this approval.
You must notify this office in writing within five business days if you become aware of any significant source
of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this
letter is contingent upon the current industrial practices at Honeywell International, Inc. — Rocky Mount. If
industrial practices change, and copper or zinc becomes a significant stormwater exposure risk, DEWR
reserves the right to withdraw this decision and reinstate the permit -specified tiered response or other actions
that may be warranted by the new circumstances.

Facilities that incorporate a solvent management plan into the 5tormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
maybe waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:

Please fend attached the Storm water Discharge Monitoring Report (DMR) and laboratory analytical report
for the recent sampling conducted at the above -referenced facility. A storm water sample was collected from
Outfall No. 1 on October 15, 2014 and analyzed for total suspended solids (TSS), pH, oil and grease and total
recoverable lead, copper and zinc. As indicated on the attached DMR, all parameters were reported below or
within their respective benchmark values, with the exception of zinc (detected at a concentration of 0.0698
mglL compared to the current benchmark of 0.067 mg/L).
These results constitute the second consecutive sampling event for which zinc has exceeded the current
benchmark value at Outfall No. 1; however, additional sampling data appears to indicate that off -site
contributing sources may be the driving factor for these zinc exceedances. As requested, the supporting data
was submitted to NCDENR's Storm water Permitting Program in an e-mail dated October 28, 2014, and a
response to the facility's Request for Tier 11 Relief is currently pending. If you have any questions or need
