Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor
manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray
tube manufacture use the definition found in 40 CFR 469.31).

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for 170 monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the Tf0 monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the Stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

To Whom It May Concern:
S&ME Inc. (S&ME) is submitting the attached Tier Two Stormwater Discharge Outfall (SDO)
Monitoring Report on behalf of TT&E Iron and Metal, Inc. (TT&E). TT&E is currently
permitted to discharge stormwater consistent with General Permit No. NCG030000 and
Certificate of Coverage No. NCG030013.
The Stormwater discharge outfall (SDO) monitoring report for Outfall SDO-2 for January 2015 is
attached. No sample was collected from SDO-I during this rain event. An unfiltered sample and
a filtered sample were collected to determine if the metals in the SDO-2 stormwater samples are
dissolved metals. A QuickFilter in -line filter was utilized during the collection of the filtered
sample to determine if a filtration system would allow TT&E to meet the discharge benchmark
values. A reduction in the metals concentrations was noted. The results for Total Suspended
Solids and total lead in the filtered samples were below the benchmark values. The results for
total copper and total zinc in the filtered samples were lower than the unfiltered samples, but still
not below the permit benchmark values. TT&E will continue to determine ways to reduce the
concentrations of metals in the discharge.
The January 2015 sampling event and the corresponding Tier Two response will be documented
in TT&E's Stormwater Pollution Prevention Plan. TT&E recently received stormwater permit
coverage under NCG200000 which is more applicable to TT&E's industry. The results of this
January 2015 sampling event address the requirements of General Stormwater Permit
NCG030000, which was in effect January 2015.
