forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended). .
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
Energy, Mineral, and Land Resources. The Division may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Energy, Mining, and Land Resources, or permits required by the Division of Water
Resources, Coastal Area Management Act, or any other federal or local governmental permit that may be
required.

The Division has reviewed your submittal of the No -Exposure Certification for Exclusion from NPDES
Stormwater Permitting form and made a site visit to assess the potential for stormwater pollution. Based on our
observations and your submittal and signed certification of no exposure at the above referenced facility, the
Division is granting your conditional exclusion from permitting as provided for under 40 CFR 126.22(g), which is
incorporated by reference in North Carolina regulations.
Please note that by our acceptance of your no -exposure certification, you are obligated to maintain no -
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for a
no -exposure exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater
discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted discharge (subject
to civil penalties of up to $25,000 per day). Your conditional no -exposure exclusion does not expire.
However, you must self re -certify annually using the enclosed form, or obtain NPDES permit coverage for
any stormwater discharges from your facility. Please store the completed re -certification forms in order to
have them available during future inspections by DWQ.
Your conditional exclusion from permitting does not affect your facility's legal requirements to obtain
environmental permits that may be required under other federal, state, or local regulations or ordinances.

Inspection Summary:
NO EXPOSURE CERTIFICATION EVALUATION - This facility was observed for its adherrence to it's no exposure
certification submitted on July 20, 2012 by Ampitpal Chatha. The production area was observed and was found to be
totally enclosed with no floor drains. The two dock areas were observed. There was not residue or sign of electronic
equipment that is delivered to be dismantled and recycled. There were seventeen used pallets outside that were a
problem - not knowing what they had previously been used for. Mr. Chathe moved them inside the building and will
remove them from the premises or use them for transporting recycled items. It was agreed that no pallets would be
stored outside in the weather. There was a steel depository outside of the dock by the railroad. It has a tight fitting
shoebox lid and is not an issue. No Exposure Certificate is approved. dp
