This letter is to serve as a narrative of mining operations and dewatering procedures
for the CLD Pit (Robert Preston Willis) in Carteret County that you visited with us back
on September 2, 2011.
The type of discharge that will be present on the site will be Leine dewatering.
Reference is made to the site plan that illustrates the points of discharge from the mine.
Robert Preston Willis proposes to dewater mining operations through the following
sequence of events.
1.
Erosion Control items will be installed prior to any mining activities on the site.
Sediment Basins, Diversion Ditches, and Level Spreaders will be installed per
plan design before mining activities begin in any area of site.
2.
Excavation will begin in pit area 2 (indicated on map) in the southern most point
and continuing north. When mining activities extend below the water table, water
will begin being pumped into basin 1, where it will have time to settle and once it
reaches the height of the level spreader it will flow over the 50 undisturbed buffer
.,
back into the wetlands rehydrating theirs.
3.
Excavation will continue in pit area 2 leaving a 10 foot damn between the first 1

pond and the second pond area, still in pit area 2. Water will now be pumped into
the first excavated area then it will be pumped to the basin area 1 and out through
the level spreader.
4.
Once the third pond area is done we will go back to the first 10 foot damn and
knock it out creating a larger area of settling for the water to be pumped from
pond area 3 into this larger area then out through the level spreader.

This process will continue throughout the entire site.

There are two extra basins proposed in the plans for dewatering if wetland

hydration is inadequate and needs to be dewatered in multiple areas to distribute
equally. These are indicated on the plans by basin 3 and basin 4.

Robert Preston Willis Pit
0&M Plan
This is to serve as the operations and maintenance plan for the CLD Pit of Robert Preston Willis, in
Williston N.C., which is located in Carteret County.
The type of discharge that will be present on this site will be mine dewatering. Reference is made in the
site plan that illustrates the primary point of discharge and also secondary points of discharge from the
mine. Robert Preston Willis proposes to dewater mining operations through the following sequence of
events.
1. Erosion control items will be installed prior to any mining activities on the site. Sediment basins,
diversion ditches, road ditches, silt fencing, and levels spreaders will be properly installed per
plan design before mining activities begin in any area of site. These items will also be properly
monitored and maintained.
2. Excavation will begin in Pit area 1 (indicated on map)in the north eastern most point of limit and
continuing south widening out both east and west as limits allow.
3. When mining activities extend below the static ground water elevation (37 inches below ground
elevation) the water will be pumped into settling basin 1 (136 feet by 45 feet being 6 foot in
depth, with a overspill dam (lined with fabric and class b stone) 2 feet below top of berm)
allowing elements to settle.
4. Dewatering of pit will be done with a NorthStar Semi -Trash Pump. It has 3 inch ports with a
rating of 15,850 gallons per hour (126,800 per 8 hour day). It is powered by a Honda GX160
engine. Based on this information the pump will not pump more than the discharge limit of
150,000 per day advised by Linda Willis. ' Cam
5. Once the water is pumped into Settling Basin 1 and reaches the point of the spill dam, it will run
across the class b stone into a ditch in which it will then travel approximately 2500 feet until it
reaches the level spreader. Along ditch, every 200 feet water will travel into a smaller basin (12'
x 12') and run through a rock check dam at each one. Once coming out of the level spreader at
the end of this ditch and traveling over another area of class b stone and fabric it would run over
the ground to where it eventually discharges into a mosquito control ditch. The closest
conveyance via the mosquito ditch to the mainstream of Williston Creek would put the
discharge where the creek is 70 feet across.
6. Basins 2-5 will only be installed and used to the point that the discharge infiltrates completely
into the wetlands so that the wetlands will remain hydrated. Ensuring that no discrete discharge
will occur from these wetlands to the ditch on the south side of the site because that ditch
